P201 STATSOFT: STATISTICAL INTERFACE FOR PART 201 EVALUATIONS:
Statistical Methods for Comparing Facility Data to Part 201 Criteria and Background

The Statistical Interface for Part 201 Evaluations has been developed to provide a user-friendly tool for statistically comparing data to Part 201 criteria and Background.  Although the data being evaluated will often represent Facilities regulated under Part 201 (Environmental Response), the data may also be from other sites of environmental contamination, or from facilities such as those regulated pursuant to Part 111 (Hazardous Waste), 115 (Solid Waste), Part 31 (Water Resource Protection) or Federal programs (i.e., RCRA and CERCLA).  This interface will facilitate a consistent approach for statistically comparing environmental data to Part 201 criteria and/or Background across regulatory programs.

This software will allow the user to identify and calculate an acceptable Representative Concentration as the 95% upper confidence limit for the mean concentration of a given data set, as described in the Michigan Department of Environmental Quality 2002 Sampling Strategies and Statistics Training Materials (S3TM). The S3TM should be thoroughly reviewed.

This software should be used only in the context of the recommendations provided
in the S3TM.

In addition, this software can be used to calculate Facility-Specific Background Concentrations and to compare Facility data to Facility-Specific Background data using two-sample procedures (i.e., procedures that statistically compare two populations).  These methods are also described in the S3TM.  Methods discussed in the S3TM which must generally be Proposed are not available in this software.

The intended users of this software are the staff of the MDEQ and members of the regulated community involved in Part 201 evaluations.
