NEWS ON DEQ’S MOVE TO CONSTITUTION HALL
|
The Michigan Department of Environmental Quality has completed the first half of its move into the North Tower of Constitution Hall and has established dates for the second half of its move to the South Tower of Constitution Hall at 525 W. Allegan Street, Lansing. Public parking is available in a lot east of and adjacent to Constitution Hall. There is also on-street, metered parking in the vicinity. Uniformed security personnel check the identification of all visitors and employees entering the building. |

The Michigan Department of Environmental Quality has received an application for Clean Corporate Citizen (C3) designation from Visteon Corporation-Milan Plant, in Milan, as provided for under Administrative Rules R324.1507 to R324.1511: Clean Corporate Citizen Program. A decision on the C3 designation approval or disapproval will be made by February 11, 2002. The C3 program provides incentives for improved environmental protection. Regulated establishments that have demonstrated environmental stewardship can receive C3 designation and public recognition for their efforts and are entitled to certain regulatory benefits. WASTE MANAGEMENT DIVISION |
GENERAL PERMIT EXEMPTION FOR SPENT DRILLING FLUIDS. The Michigan Department of Environmental Quality (Department) proposes to issue a general exemption for certain materials used in the completion or decommissioning of boreholes or wells. These materials include drilling fluids, grouts, and casing sealing material (e.g., cement, bentonite). The general exemption will apply either at the point of generation or an off-site location if the requirements of Part 31, Water Resources Protection, Part 115, Solid Waste Management, and Part 121, Liquid Industrial Wastes (if applicable) of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, are met. Prior to 1993 general exemptions were issued by the Water Resources Commission pursuant to R 323.2209 (2) of the Part 22 Ground Water Quality Rules, adopted August 29, 1980. The Part 22 Rules have been amended and revised effective August 26, 1999. This general exemption will be the first using R 323.2210 (y) of the new rules as a basis. In addition to comments concerning this general exemption, the Department also encourages comments regarding the process being proposed. A final decision is expected by January 30, 2002. PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. The Air Quality Division will be holding a public hearing on February 6, 2002 (see February 6 listing in this calendar) on a proposed revision to R 336.1122 (ORR No. 2001-072EQ). The proposed amendment to R 336.1122(f) for the definition of volatile organic compound will delete references to photochemical reactivity and vapor pressure of materials in surface coatings to make the definition as stringent as the federal definition. The applicant proposes to place 67 cubic yards of fill (crushed stone) in 0.026 acres of wetland and in Ranger Lake for the construction of an access road to the lake for use as a boat launch. Approximately 75 cubic yards of silt and organic material would be removed from the wetland and lake bed for the construction of the boat ramp. The Geological Survey Division has formed an Ad Hoc Committee to participate in the rule development process for Part 625, Mineral Wells, which regulates the mineral well industry. The proposed rules (ORR# 2001-075EQ) will rescind the current rules and implement new regulations that will improve, clarify, expand, and restructure the rules to provide more effective implementation of Part 625. PUBLIC MEETING OF THE BROWNFIELD REDEVELOPMENT BOARD, LANSING, INGHAM COUNTY. A public meeting of the Brownfield Redevelopment Board (BRB) is scheduled for 9:00 a.m. at the Michigan Library and Historical Center, Lake Ontario Room, 3rd floor, 717 W. Allegan, Lansing. The BRB will meet to prioritize newly discovered sites eligible for unexpended state cleanup funds under the State Sites Cleanup Program, pursuant to Section 20108c, PA 380 of 1996. Eligible sites are identified as environmentally contaminated properties that the state, as an owner or operator, is liable to remediate. Unexpended funds are previously allocated dollars saved from earlier state-liable site cleanups achieved under projected costs. The BRB consists of the directors of the departments of Environmental Quality and Management and Budget, and the president and chief executive officer of the Michigan Economic Development Corporation. DEADLINE FOR PUBLIC COMMENT ON A PROPOSED REMEDIAL ACTION PLAN FOR THE BELLEVUE GRAND TRUNK MERCAPTAN DRUMS SITE, EATON COUNTY. Public comment will be taken from December 31, 2001, to January 31, 2002, on a proposed remedial action plan (RAP) for the Bellevue Grand Trunk Mercaptan Drums property located at 210 and 220 S. Main, Bellevue. The RAP consists of a notice of aesthetic impact (NAI) that shall be filed with the Eaton County Register of Deeds for residual soil and groundwater contamination that remains on the property and is not expected to migrate off the property. The NAI shall run with the land. The mercaptan-based contaminants produce a skunk-like odor detectable at low odor thresholds. The mercaptan-based compounds in the soils and groundwater are detectable only if certain monitoring wells near the release area are sampled and if soils in the release area at 5’-9’ depth are disturbed. Previous remedial actions included the source removal of three leaking 55-gallon drums, 20 cubic yards mercaptan impacted soils, a groundwater study, and a feasibility study. Once the RAP is approved, the monitoring wells shall be properly abandoned. The Air Quality Division will be holding a public hearing on a proposed revision to R 336.1122 (ORR No. 2001-072EQ). The proposed amendment to R 336.1122(f) for the definition of volatile organic compound will delete references to photochemical reactivity and vapor pressure of materials in surface coatings to make the definition as stringent as the federal definition. "MICHIGAN AIR EMISSIONS REPORTING - INTRODUCTION TO MAERS" WORKSHOP. For the fourth consecutive year, the Michigan Department of Environmental Quality offers enhanced Michigan Air Emissions Reporting System (MAERS) software. Facilities subject to reporting of annual air emissions for 2001 will be using the new 2.2 version of the MAERS software, developed by the Air Quality Division. The "Introduction to MAERS" workshop explains how to use the MAERS software and provides step-by-step instructions on how to complete and submit an air emission report electronically.
