NEWS ON DEQ'S MOVE TO CONSTITUTION HALL

The Michigan Department of Environmental Quality has completed the first half of its move into the North Tower of Constitution Hall and has established dates for the second half of its move to the South Tower of Constitution Hall at 525 W. Allegan Street, Lansing. Public parking is available in a lot east of and adjacent to Constitution Hall. There is also on-street, metered parking in the vicinity. Uniformed security personnel check the identification of all visitors and employees entering the building.

CRAWFORD COUNTY SOLID WASTE MANAGEMENT PLAN. Consideration of Michigan Department of Environmental Quality (DEQ) approval with modifications of the locally approved five-year update to the Crawford County Solid Waste Management Plan (Plan). The DEQ initiated this round of updates on June 13, 1997, and Crawford County submitted this locally approved Plan on September 7, 2001. AD HOC ADMINISTRATIVE RULES COMMITTEE MEETING FOR PART 625, MINERAL WELLS, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. The Geological Survey Division has formed an Ad Hoc Committee to participate in the rule development process for Part 625, Mineral Wells, which regulates the mineral well industry. The proposed rules (ORR# 2001-075EQ) will rescind the current rules and implement new regulations that will improve, clarify, expand, and restructure the rules to provide more effective implementation of Part 625. A meeting to discuss Parts 3 and 4 of the proposed rules has been scheduled to be held at the Michigan Department of Environmental Quality, Geological Survey Division Conference Room, Constitution Hall, 4th Floor North Tower, 525 W. PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY MORELLI INVESTMENTS LLC, CLINTON TOWNSHIP, MICHIGAN. The Land and Water Management Division will hold a public hearing at the Iroquois Middle School Cafeteria, 48301 Romeo Plank Road, Macomb, Michigan. The hearing will be for Permit Application Number 01-50-0198-P, submitted by Morelli Investments LLC, 22756 Macomb Industrial Drive, Clinton Township, Michigan. The applicant proposes to fill about 4,337 cubic yards of scrub shrub/forested wetland and floodplain along the Middle Branch of the Clinton River. The project would impact a total of 2.06 acres of wetland. The applicant proposes mitigation for the wetland and floodplain fill. The ultimate purpose of the project would be the construction of a commercial development consisting of two buildings, with associated vehicle access and parking. DRAFT CRAPAUD CREEK E. COLI TOTAL MAXIMUM DAILY LOAD (TMDL). The Surface Water Quality Division (SWQD) is announcing the availability of the Crapaud Creek E. coli TMDL for comment. This water body was included in Michigan’s Year 2000 Section 303(d) list due to elevated E. coli levels. The TMDL is being developed to identify the necessary pathogen reductions to meet Water Quality Standards. PUBLIC MEETING OF THE BROWNFIELD REDEVELOPMENT BOARD, LANSING, INGHAM COUNTY. A public meeting of the Brownfield Redevelopment Board (BRB) is scheduled at the Michigan Library and Historical Center, Lake Ontario Room, 3rd floor, 717 W. Allegan, Lansing. The BRB will meet to prioritize newly discovered sites eligible for unexpended state cleanup funds under the State Sites Cleanup Program, pursuant to Section 20108c, PA 380 of 1996. Eligible sites are identified as environmentally contaminated properties that the state, as an owner or operator, is liable to remediate. Unexpended funds are previously allocated dollars saved from earlier state-liable site cleanups achieved under projected costs. The BRB consists of the directors of the departments of Environmental Quality and Management and Budget, and the president and chief executive officer of the Michigan Economic Development Corporation. JANUARY 2002

SARA Title III Tier Two Reporting Workshop. The DEQ’s Environmental Assistance Division, Michigan State Police, and U.S. Environmental Protection Agency Region 5 are sponsoring this workshop for owners, operators, and environmental and safety personnel of facilities that have hazardous materials. "MICHIGAN AIR EMISSIONS REPORTING - INTRODUCTION TO MAERS" WORKSHOP. For the fourth consecutive year, the Michigan Department of Environmental Quality offers enhanced Michigan Air Emissions Reporting System (MAERS) software. Facilities subject to reporting of annual air emissions for 2001 will be using the new 2.2 version of the MAERS software, developed by the Air Quality Division. The "Introduction to MAERS" workshop explains how to use the MAERS software and provides step-by-step instructions on how to complete and submit an air emission report electronically. Workshop attendees will receive the new MAERS workbook and have the opportunity to meet with AQD district staff for one-on-one assistance. LAKE HURON WORKSHOP, THOMAS EDISON INN, PORT HURON, held by the Michigan Office of the Great Lakes and the U.S. Environmental Protection Agency Great Lakes National Program Office. The purpose of the workshop is to identify indicators, monitoring efforts, and additional actions necessary to continue progress toward "restoring and maintaining the chemical, physical, and biological integrity of the waters, tributaries, and nearshore terrestrial and aquatic ecosystems of Lake Huron" and to set priorities for future actions. The workshop will focus on the development of Lake Huron Indicators for critical pollutants, physical habitat, and fisheries, and will identify priority actions for the protection and restoration of important ecological areas and Areas of Concern.
