NEWS ON DEQ’S MOVE TO CONSTITUTION HALL

ON THE MOVE IN NOVEMBER!

The Geological Survey Division (GSD), formerly located at 735 E. Hazel Street in Lansing, and the Air Quality Division (AQD), formerly located at 106 W. Allegan Street in Lansing, move to the new Constitution Hall on November 6-8. GSD will be on the 4th floor North Tower of the new building, and AQD will be on the 3rd floor North Tower. The new voice telephone number for GSD is 517-241-1515. AQD retains its existing voice and fax telephone numbers.

The Drinking Water and Radiological Protection Division (DWRP), formerly located at 3423 N. Martin Luther King Boulevard in Lansing, and the Environmental Assistance Division (EAD), formerly located at 333 S. Capitol Avenue in Lansing, move November 13-15. DWRP will be on the 2nd floor North Tower, and EAD will be on the ground floor North Tower. The new voice telephone number for DWRP is 517-241-1300. EAD retains its existing voice and fax telephone numbers.

The Waste Management Division (WMD), formerly located at 608 W. Allegan Street in Lansing, moves November 27-29 to the Atrium level North Tower of Constitution Hall. WMD retains its existing voice and fax telephone numbers.

The street address of the new building is 525 W. Allegan Street, Lansing. Hourly visitor motor vehicle parking is available in a paved lot immediately east of and adjacent to Constitution Hall. If you plan to travel to the new building, and in light of enhanced security concerns, your identification credentials may be checked.

DANA CORPORATION POST-CLOSURE PLAN, MUSKEGON HEIGHTS, MUSKEGON COUNTY. Consideration of a hazardous waste management post-closure plan for the Dana Corporation facility located at 2001 Sanford Street in Muskegon Heights, Michigan. The facility operated a hazardous waste tank system that is now closed with residual soil and groundwater contamination present. The post-closure plan describes the monitoring and maintenance activities, interim measures, and process for further investigation and cleanup of contamination at the facility. PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY THE LENAWEE COUNTY DRAIN COMMISSION, ADRIAN, MICHIGAN. The Land and Water Management Division will hold a public hearing at the Rollin Township Hall, 730 Manitou Road, Manitou Beach, Michigan. The hearing will be for Permit Application Number 01-46-0025-P, submitted by the Lenawee County Drain Commission, 320 Springbrook Avenue, Adrian, Michigan. The applicant proposes to replace a culvert on West Ferndale Drive across Paradise Park Channel Drain, dredge approximately 963 cubic yards of sediment, and construct a minimum of 80 feet of seawall in the drain to alleviate stagnant water and odor problems and provide bank stabilization. PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY CLOVERLAND ELECTRIC COOPERATIVE, DAFTER, MICHIGAN. The Land and Water Management Division will hold a public hearing at the Sault Ste. Marie Area Schools, Multi-Media Center, 904 Marquette Avenue, Sault Ste. Marie, Michigan. The hearing will be for Permit Application Number 01-17-0086-P, submitted by Cloverland Electric Cooperative, 2916 West M-28, Dafter, Michigan. The applicant proposes to construct a driveway and place underground electric distribution lines in wetland areas. A total of 1,200 cubic yards of fill material, an 18-inch diameter by 36-foot long culvert, and 12 yards of riprap would be placed in the wetlands for a driveway. The purpose of the proposed project is to construct an electric distribution substation. The proposed project is located in the city of Sault Ste. Marie, Chippewa County, Michigan. The Land and Water Management Division will hold a public hearing at the Mecosta Township Hall, 19729 11 Mile Road, Big Rapids, Michigan. The hearing will be for Permit Application Number 01-54-0042-P, submitted by Riverquest LLC, 4107 - 82nd Street, Byron Center, Michigan. The applicant proposes to reconstruct an existing marina and relocate the existing boat launch on the Muskegon River (Hardy Pond). The project would include the construction of floating piers for 80 boat slips, dredging of approximately 1,200 cubic yards of material, and placing 650 cubic yards of rock riprap along 545 feet of shoreline. DEADLINE FOR PUBLIC REVIEW AND COMMENT – MUSKEGON COUNTY TYPE III FLYASH LANDFILL, 9366 APPLE AVENUE, RAVENNA, MICHIGAN, REMEDIAL ACTION PLAN (RAP). A RAP submitted pursuant to the requirements of Part 201, Environmental Remediation, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended to address groundwater contamination from a release from the Muskegon County Type III Landfill. A copy of the complete remedial action proposal titled, "Feasibility and Remedial Action Plan, Muskegon County Type III Landfill," is available for review at the Grand Rapids District Office, 350 Ottawa NW, Grand Rapids, during normal business hours; and the Hackley Public Library, 316 West Webster Street, Muskegon, during normal business hours. This notice offers an opportunity for public review and comment and provides for a public meeting near the facility if requested. The Michigan Department of Environmental Quality will carefully consider and address significant public comments before a final decision is made regarding the proposed plan. PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY LINCOLN DEVELOPMENT COMPANY, L.L.C., TROY, MICHIGAN. The Land and Water Management Division will hold a public hearing at the Lincoln High School Cafeteria, 7475 Willis Road, Ypsilanti, Michigan. The hearing will be for Permit Application Number 01-81-0064-P, submitted by Lincoln Development Company, L.L.C., 2025 West Long Lake Road, Suite 104, Troy, Michigan. The applicant proposes to create an 8.31-acre lake, a 4.22-acre lake, a 5.6-acre lake, and a storm sewer outlet ditch into Paint Creek. The lakes would require approximately 490,000 cubic yards of excavation, and the ditch would require approximately 15 cubic yards of excavation from a wetland and 290 cubic yards of excavation from the Paint Creek 100-year floodplain. LIFE AFTER ROP: RENEWABLE OPERATING PERMIT REPORTING AND MODIFICATIONS. The DEQ’s Environmental Assistance and Air Quality Divisions present a one-day workshop to help Renewable Operating Permit (ROP) holders understand what is required of them after being issued an ROP. Speakers will provide information about certification and deviation reporting, as well as instruction on how to complete the associated reporting forms. Direction will also be given on the requirements associated with making changes and modifications at a facility after a permit has been issued. Attendees will receive a workbook specially designed for this workshop and will have an opportunity to meet one-on-one with Air Quality Division staff to discuss specific questions.
