NEWS ON DEQ'S MOVE TO CONSTITUTION HALL
|
The Michigan Department of Environmental Quality (DEQ) is relocating in downtown Lansing. Starting November 6, 2001, and ending February 14, 2002, all of the various DEQ divisions will relocate their administrative offices in phases to one new location at 525 W. Allegan Street in downtown Lansing. The new building will be called "Constitution Hall" – it sits on the site where the state’s 1963 Constitution was drafted. Approximately 920 DEQ employees will have their offices there. All telephone numbers, including fax numbers, will remain the same except for: (a) Geological Survey and (b) Drinking Water and Radiological Protection, which will receive new telephone and fax numbers. For mailing purposes, specific Post Office Box numbers will remain the same. This attractive new building adds an impressive dimension to the skyline of the State Capitol city. Permit applicants, vendors, contractors, and the general public can now conduct all of their DEQ business at one location, within one block of the State Capitol dome. Constitution Hall is also one block from the Library/Historical Museum and within one block of 12 other state government departments. Stay tuned for further updates concerning which division in DEQ moves when and to what floor of Constitution Hall. |

PROPOSED WETLAND MITIGATION BANK IN HUMBOLDT TOWNSHIP, MARQUETTE COUNTY. The Land and Water Management Division has received a proposal for a wetland mitigation bank in Town 47N, Range 29W, Section 2, Humboldt Township, Marquette County. The administrative rules for wetland mitigation banking allow for the use of credits from established mitigation banks to fulfill permit requirements associated with wetland permits. The bank sponsor proposes to create 41 acres of wetland in the Escanaba River watershed near the Middle Branch Escanaba River, consisting of 22.1 acres of forested wetland, 12 acres of scrub-shrub wetland, and 6.9 acres of emergent wetland. PUBLIC HEARING ON PROPOSED WATER QUALITY TRADING RULES (ORR #99-036). The Michigan Department of Environmental Quality (DEQ), Surface Water Quality Division, will conduct a public hearing on proposed water quality trading rules pursuant to Part 31, Water Resources Protection, Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (Act 451), R 323.3001 to R 323.3025. This hearing is being held to meet the procedural requirement that rules be transmitted to the Joint Committee of Administrative Rules within one year of the public hearing date. The proposed rules being public noticed for a third public hearing include changes that have been made in response to public comments received between January 31, 2000, and June 14, 2000. These rules propose to establish a voluntary, statewide water quality trading program that will facilitate implementation of the federal clean water act and provide market-based incentives to improve water quality. The applicant proposes to place fill within 2.15 acres of wetland and below the 100-year floodplain. The applicant also proposes placing three stormwater outlet structures in the Anderson and Fisk Drains. A 4.6-acre wetland mitigation area is proposed within the upland area. INTENT TO SUBMIT AN APPLICATION FOR CLEAN CORPORATE CITIZEN DESIGNATION, VISTEON CORPORATION-MILAN PLANT, MILAN, MONROE COUNTY. The Michigan Department of Environmental Quality has received notice from Visteon Corporation-Milan Plant of its intent to apply for Clean Corporate Citizen (C3) designation. The C3 program provides incentives for improved environmental protection. Regulated establishments that have demonstrated environmental stewardship can receive C3 designation and public recognition for their efforts and are entitled to certain regulatory benefits. As part of the application process, Visteon Corporation-Milan Plant will be accepting public comments and making its application available for public review until October 26, 2001. Dave Kling, Acting Deputy Director at the U.S. Environmental Protection Agency’s Office of Pollution Prevention and Toxics, opens the workshop and presents "Why We Struggle to Prevent America’s Pollution: The Paradox of Individual Corporate Incentive and Federal Environmental Policy in Addressing the Nation’s Industrial Pollution." The remainder of the day’s agenda packs information into concurrent sessions within five tracks: Design for the Environment, Reuse and Recycling, Energy Efficiency, Pollution Prevention, and Environmental Management Systems. LIFE AFTER ROP: RENEWABLE OPERATING PERMIT REPORTING AND MODIFICATIONS. The DEQ’s Environmental Assistance and Air Quality Divisions present a one-day workshop to help Renewable Operating Permit (ROP) holders understand what is required of them after being issued an ROP. Speakers will provide information about certification and deviation reporting, as well as instruction on how to complete the associated reporting forms. Direction will also be given on the requirements associated with making changes and modifications at a facility after a permit has been issued. Attendees will receive a workbook specially designed for this workshop and will have an opportunity to meet one-on-one with Air Quality Division staff to discuss specific questions.
