NEWS ON DEQ’S MOVE TO CONSTITUTION HALL

The Michigan Department of Environmental Quality (DEQ) is relocating in downtown Lansing. Starting November 6, 2001, and ending February 14, 2002, all of the various DEQ divisions will relocate their administrative offices in phases to one new location at 525 W. Allegan Street in downtown Lansing. The new building will be called "Constitution Hall" – it sits on the site where the state’s 1963 Constitution was drafted. Approximately 920 DEQ employees will have their offices there. All telephone numbers, including fax numbers, will remain the same except for: (a) Geological Survey and (b) Drinking Water and Radiological Protection, which will receive new telephone and fax numbers. For mailing purposes, specific Post Office Box numbers will remain the same.

This attractive new building adds an impressive dimension to the skyline of the State Capitol city. The Governor will dedicate the building on October 3, 2001. Permit applicants, vendors, contractors, and the general public can now conduct all of their DEQ business at one location, within one block of the State Capitol dome. Constitution Hall is also one block from the Library/Historical Museum and within one block of 12 other state government departments.

Stay tuned for further updates concerning which division in DEQ moves when and to what floor of Constitution Hall.

INDECK-NILES L.L.C., NILES, CASS COUNTY, proposed conditional approval for a permit application for installation of four natural gas-fired turbines. The facility will be located at 2200 Progressive Avenue, Niles, Michigan. ENVIRONMENTAL RESPONSE DIVISION

CLEAN MICHIGAN INITIATIVE (CMI) BROWNFIELD REDEVELOPMENT GRANT APPLICATION FOR PORT HURON TOWNSHIP, ST. CLAIR COUNTY. Port Huron Township has applied for a $502,000 CMI Brownfield Redevelopment Grant to conduct Phase I and Phase II environmental response activities at the 6.2 acre Anchor Recycling project site, 2829 Goulden Street, Port Huron. Response activities may include: subsurface investigation; drum, storage tank, and debris removal; and construction of an engineered barrier. Victor Fiber & Supply, Inc, the current owner, proposes to expand the secondary fiber recycling operation onto the former Anchor Recycling property. Victor Fiber & Supply, Inc. will invest $1.07 million in the redevelopment of this property and create 18-22 new full time permanent jobs. Total project cost is estimated at $1.57 million. The Michigan Department of Environmental Quality is considering approval of this application. The public comment period extends through October 3, 2001; your comments are welcome. ENVIRONMENTAL RESPONSE DIVISION

CLEAN MICHIGAN INITIATIVE (CMI) BROWNFIELD REDEVELOPMENT GRANT APPLICATION FOR THE CITY OF ECORSE, WAYNE COUNTY. The city of Ecorse has applied for a $250,000 CMI Brownfield Redevelopment Grant to conduct Phase II environmental response activities at the 16-acre Nicholson Terminal project site, 380 Great Lakes Drive, Ecorse. Response activities may include: subsurface investigation; drum, soil, and debris removal; catch basin cleaning; geophysical investigation, and storage tank removal. Following completion of remedial activities the site will be redeveloped with the construction of a new steel warehousing facility to service the storage needs of National Steel Corporation. Nicholson Terminal will invest approximately $12 million in this redevelopment project, creating 30 new full-time jobs and increasing the tax value of the property. The total project cost is estimated at $13 million. The Michigan Department of Environmental Quality is considering approval of this application. ENVIRONMENTAL RESPONSE DIVISION

CLEAN MICHIGAN INITIATIVE (CMI) BROWNFIELD REDEVELOPMENT GRANT APPLICATION FOR THE DETROIT-WAYNE COUNTY PORT AUTHORITY, WAYNE COUNTY. The Detroit-Wayne County Port Authority has applied for a $150,000 CMI Brownfield Redevelopment Grant to conduct Phase II environmental site investigation and remediation activities at 4461, 4300 and 4500 W. Jefferson Avenue properties, city of Detroit. This award will provide funding to complete site investigation work and develop a baseline environmental assessment. With the completion of this environmental work the property will transfer to the new owner/operator allowing for the redevelopment and reuse of the property. All existing equipment and facilities will be updated to enable the handling of steel coils shipped to this location. A new climate-controlled warehouse is also planned. This redevelopment will retain 14 positions and create 34 new jobs with a local investment of $2.25 million and additional funding of $8.25 million. The total project cost is $10.65 million. A CMI Waterfront Redevelopment Grant was awarded to the Port Authority on April 13, 2000, to enable the Port Authority to demolish an existing concrete warehouse and construct a new public passenger terminal as part of the overall redevelopment of the Detroit Marine Terminal area. ENVIRONMENTAL RESPONSE DIVISION

REVITALIZATION LOAN PROJECT APPLICATION FOR THE SAGINAW COUNTY BROWNFIELD REDEVELOPMENT AUTHORITY. Consideration of a proposal to fund an investigation, demolition, a Baseline Environmental Assessment, and due care activities at the former Klein Berger & Co. (KBC) and Mid-Michigan Railroad properties in the village of Hemlock to encourage redevelopment of the site for retail and office space. Loan request is for $208,955. REQUEST FOR A MODIFICATION TO A CONSERVATION EASEMENT HELD BY THE DEQ BY SINGH DEVELOPMENT COMPANY, LTD., OAKLAND COUNTY. Singh Development Company, Ltd. is requesting a modification to a conservation easement held by the Michigan Department of Environmental Quality (DEQ) to facilitate the development of a proposed road crossing that would serve as an access point for the phase 2 development of Main Street Village, Novi, Michigan. The proposed modification would impact a total of 0.21 acres of wetland and create approximately 0.30 acres of wetland within the subject property. REQUEST FOR A MODIFICATION TO A CONSERVATION EASEMENT HELD BY THE DEQ BY THE WESTERN KNITTING MILLS COMPANY, LLC, OAKLAND COUNTY. The City of Rochester granted a conservation easement to the Michigan Department of Environmental Quality (DEQ) as a condition of Permit Number 96-10-0115. The new property owner, Western Knitting Mills Company, LLC, is proposing a modification of the conservation easement to correct the legal description. Michael and Karen Frontera, Brookview Subdivision, Shelby Township, Oakland County, are requesting a modification to a conservation easement held by the Michigan Department of Environmental Quality (DEQ) to remove 0.06 acres of upland area that is currently within the conservation easement boundary in exchange for the restoration of 0.05 acres of forested wetland on the property. AIR QUALITY DIVISION

PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. The Air Quality Division will be holding a public hearing on October 17, 2001 (see October 17 listing in this calendar) on proposed revisions to Parts 3, 4, 6, 7, 9, 10, and 11 of the Air Pollution Control Rules (ORR Nos. 2000-064EQ, 2000-065EQ, 2000-066EQ, 2000-067EQ, 2000-068EQ, 2000-069EQ, and 2000-070EQ). PUBLIC MEETING ON THE FINAL DRAFT ENGINEERING EVALUATION-COST ANALYSIS (EE/CA) FOR THE NATIONAL GYSPUM SITE, ALPENA, ALPENA COUNTY. The State of Michigan contracted a study, which identifies potential remedies for the National Gypsum Cement Kiln Dust (CKD) site with the purpose of controlling the release of CKD and minimizing its effects on human health and the environment. PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY BOSGRAAF ENTERPRISES, HOLLAND, MICHIGAN. The Land and Water Management Division will hold a public hearing at the Holland City Hall, City Council Chambers, 12th Street Entrance, 270 South River Avenue, Holland, Michigan. The hearing will be for Permit Application Number 01-03-0060-P, submitted by Bosgraaf Enterprises, 301 Douglas Avenue, Holland, Michigan. The applicant proposes to place a sanitary sewer and fill in a wetland to construct a road. Approximately 3,697 cubic yards of fill would be placed in 0.44 acres of wetland for the construction of two road crossings and a pre-treatment and storm water management basin. A total of 0.69 acres of wetland mitigation is being proposed in the bottom of the proposed storm water management detention basin. The purpose of the project is to construct a residential development known as Cobblestone. The proposed project is located in Holland, Allegan County, Michigan. PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY THE MACOMB COUNTY ROAD COMMISSION, MT. CLEMENS, MICHIGAN. The Land and Water Management Division will hold a public hearing at the Macomb County Road Commission, 156 Malow Street, Mt. Clemens, Michigan. The hearing will be for Permit Application Number 01-50-0139-P, submitted by the Macomb County Road Commission, to reconstruct Weber Road by removing an existing bridge over the Belle River and constructing a 98.4 foot-long, twin-span concrete bridge on a new road alignment; removing and replacing an existing culvert over an unnamed stream located west of the Belle River; and placing approximately 6,253 cubic yards of road fill into 1.3 acres of adjacent wetlands. COVE LANDFILL EXPANSION, SHERIDAN TOWNSHIP, HURON COUNTY. The Michigan Department of Environmental Quality (DEQ) will hold a public hearing in the Huron County Expo Center, Huron County Fairgrounds, Bad Axe, Michigan. The hearing is in consideration of a Part 115 Solid Waste Management construction permit application to construct a lateral and vertical expansion of the existing landfill. PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY THE LAND & COMPANY, WYOMING, MICHIGAN. The Land and Water Management Division will hold a public hearing at the Gaines Charter Township Hall, 1685 68th Street, SE, Caledonia, Michigan. The hearing will be for Permit Application Number 01-41-0131-P, submitted by the Land & Company, 1701 Porter, SW, Suite 6, Wyoming, Michigan. The applicant proposes to place fill within 2.15 acres of wetland and below the 100-year floodplain. The applicant also proposes placing three storm water outlet structures in the Anderson and Fisk Drains. A 4.6-acre wetland mitigation is proposed within the upland area. All activities would be for the construction of a proposed apartment complex with associated parking and access roads. The project is located in Gaines Charter Township, Kent County, Michigan. ZONING AND MANAGEMENT TOOLS FOR GROUNDWATER AND WELLHEAD PROTECTION. The Michigan Society of Planning (MSP) and the Michigan Department of Environmental Quality’s (MDEQ) Drinking Water and Radiological Protection Division, Wellhead Protection Program, are co-sponsoring this series of workshops on groundwater and wellhead protection. A wellhead protection program involves local government, planning officials, businesses, and community members. During this one-day course you will acquire the skills to protect your community’s water resources. The management tools presented in this course are eligible for grant match funding through the Wellhead Protection Grant Program. The Society of Manufacturing Engineers (SME), the American Machine Distributors’ Association (AMTDA), and AMT-The Association for Manufacturing Technology present this metalworking and manufacturing exposition. Approximately 400 machine tool manufacturers and regional distributors will display and demonstrate the latest machine tools, metalworking technologies, and manufacturing processes. ENVIRONMENTAL MANAGEMENT SYSTEMS: WALKING THE EMS PATH. The Michigan Department of Environmental Quality’s Environmental Assistance Division and 27 co-sponsoring organizations are offering training on Environmental Management Systems (EMS). The workshop explains how a company can implement an EMS and improve operations, avoid costly environmental mistakes, increase employee participation, and enhance public image, while potentially improving its financial bottom line. In addition, an easy-to-follow manual that small- and medium-sized businesses and other organizations can use to prepare an EMS will be provided. 8TH ANNUAL GROUND WATER CONFERENCE, CRYSTAL MOUNTAIN RESORT, THOMPSONVILLE, MICHIGAN. The Michigan Environmental Health Association, in cooperation with the Michigan Ground Water Association and the Michigan Department of Environmental Quality’s Drinking Water and Radiological Protection Division, sponsors the 8th Annual Ground Water Conference. The first day of the conference, October 10, consists of a well construction workshop. Sessions include well construction methods, well development, casing and screen installation, grouting, wellhead completion, pumping equipment, and pressure tanks, piping valves, and fittings. On October 11 and 12 the Ground Water conference offers concurrent sessions for the experienced sanitarian, environmental quality analyst, and those new to the field. Many topics will be offered including PCE cleanup, drinking water standards, the roles of various MDEQ Divisions in ground water protection, tracer dyes, geographical information systems, and criminal investigation case studies. 9th ANNUAL GREAT LAKES REGION WASTE REDUCTION & ENERGY EFFICIENCY WORKSHOP, BURTON MANOR, LIVONIA, MICHIGAN. The Michigan Department of Environmental Quality’s Environmental Assistance Division, along with 25 trade associations, companies, utilities, and governments, is once again sponsoring this event. Dave Kling, Acting Deputy Director at the U.S. Environmental Protection Agency’s Office of Pollution Prevention and Toxics, opens the workshop and presents "New Directions in Pollution Prevention." The remainder of the day’s agenda packs information into concurrent sessions within five tracks: Design for the Environment, Reuse and Recycling, Energy Efficiency, Pollution Prevention, and Environmental Management Systems. Participants can select sessions within any track, maximizing their chances of obtaining information most critical to their needs. They can also sign up for Iowa’s Mobile Outreach for Pollution Prevention (MOPP) equipment demonstrations, including antifreeze reclamation units, a solvent still, a hot soap degreaser, an alternative solvent parts washer, used oil filter processor, alternative cleanser parts washers, a paint gun washer, and other waste reduction equipment. In addition, a resource area will be open during breaks and for a half-hour after lunch where trade associations, utilities, educational institutions, government, and nonprofit organizations will have displays and be available to answer questions.
