Applications are available for the next round of funding under the FY 2002 Scrap Tire Cleanup Program (Program), authorized by Part 169, Scrap Tires, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. Property owners with "abandoned scrap tires" and owners of scrap tires "accumulated prior to January 1, 1991," at a "collection site" are eligible for funding under this Program. PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. On August 14, 2001, the Department’s proposed amendments to the air pollution control rules (ORR 1998-036EQ) were filed with the Secretary of State and went into effect on August 22, 2001. The amendments to R 336.1210 through R 336.1215 and R 336.1299 include changes intended to address outstanding regulatory issues identified in the U.S. Environmental Protection Agency’s Title V Interim Approval notice for Michigan’s Renewable Operating Permit Program. The amendments also include several provisions intended to increase operational flexibility at a permitted facility. DEADLINE FOR PUBLIC COMMENT ON A PROPOSED REMEDIAL ACTION PLAN FOR THE FORMER ITT AUTOMOTIVE FACILITY, ROCHESTER, OAKLAND COUNTY. Written comments are being accepted on a proposed remedial plan for the former ITT Automotive facility, a site of environmental contamination located at 301 East Third Street, Rochester. The site is currently occupied by the Western Knitting Mills redevelopment project. The proposed plan calls for treatment of the groundwater impacting the Paint Creek by a permeable reactive wall to chemically neutralize the contaminants of concern. The plan also includes a monitoring plan for the groundwater to verify compliance with applicable criteria. The plan proposes restrictions on groundwater to prohibit use for drinking water, both on the site and on other properties potentially affected, and surface barriers of soil cover, pavement, or buildings to prevent direct contact exposure to contaminated soils. PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY MIKE MALIK, DETROIT, MICHIGAN. The Land and Water Management Division will hold a public hearing at the Edwards Township Hall, 3601 Wicks Road, West Branch, Michigan. The hearing will be for Permit Application Numbers 01-65-0038-P and 01-72-0029-P, submitted by Mike Malik, 2211 Woodward Avenue, Detroit, Michigan. The applicant proposes to dredge in three areas of wetlands that are located along the shoreline fringe of Little Frost Lake to facilitate fishing and swimming. The total amount of dredging would be 9,377 cubic yards and would be disposed of on the applicant’s property to the northeast of Little Frost Lake. Also proposed is the dredging of 77 cubic yards of sediment from Campbell Lake and the construction of a boat launch and dock. The proposed projects are for private use and are on the same property located in Edwards Township, Ogemaw County, and Nester Township, Roscommon County, Michigan. ZONING AND MANAGEMENT TOOLS FOR GROUNDWATER AND WELLHEAD PROTECTION. The Michigan Society of Planning (MSP) and the Michigan Department of Environmental Quality’s (MDEQ) Drinking Water and Radiological Protection Division, Wellhead Protection Program, are co-sponsoring this series of workshops on groundwater and wellhead protection. A wellhead protection program involves local government, planning officials, businesses, and community members. 8TH ANNUAL GROUND WATER CONFERENCE, CRYSTAL MOUNTAIN RESORT, THOMPSONVILLE, MICHIGAN. The Michigan Environmental Health Association, in cooperation with the Michigan Ground Water Association and the Michigan Department of Environmental Quality’s Drinking Water and Radiological Protection Division, sponsors the 8th Annual Ground Water Conference. The first day of the conference, October 10, consists of a well construction workshop. Sessions include well construction methods, well development, casing and screen installation, grouting, wellhead completion, pumping equipment, and pressure tanks, piping valves, and fittings. On October 11 and 12 the Ground Water conference offers concurrent sessions for the experienced sanitarian, environmental quality analyst, and those new to the field. 9th ANNUAL GREAT LAKES REGION WASTE REDUCTION & ENERGY EFFICIENCY WORKSHOP, BURTON MANOR, LIVONIA, MICHIGAN. The Michigan Department of Environmental Quality’s Environmental Assistance Division, along with 25 trade associations, companies, utilities, and governments, is once again sponsoring this event. Dave Kling, Acting Deputy Director at the U.S. Environmental Protection Agency’s Office of Pollution Prevention and Toxics, opens the workshop and presents "New Directions in Pollution Prevention." The remainder of the day’s agenda packs information into concurrent sessions within five tracks: Design for the Environment, Reuse and Recycling, Energy Efficiency, Pollution Prevention, and Environmental Management Systems. Participants can select sessions within any track, maximizing their chances of obtaining information most critical to their needs. They can also sign up for Iowa’s Mobile Outreach for Pollution Prevention (MOPP) equipment demonstrations, including antifreeze reclamation units, a solvent still, a hot soap degreaser, an alternative solvent parts washer, used oil filter processor, alternative cleanser parts washers, a paint gun washer, and other waste reduction equipment. In addition, a resource area will be open during breaks and for a half-hour after lunch where trade associations, utilities, educational institutions, government, and nonprofit organizations will have displays and be available to answer questions.
