SITE RECLAMATION PROJECT APPLICATION FOR THE CITIES OF HAMTRAMCK, INKSTER, MELVINDALE, AND HIGHLAND PARK, WAYNE COUNTY. Consideration of a proposal to fund investigation activities at multiple properties located in four communities in Wayne County to encourage redevelopment of the properties. The Wayne County Brownfield Redevelopment Authority has submitted a Site Assessment Fund Grant request for $426,939. DEQ staff is considering approval of the grant application. Administrative Rules Promulgation

ENVIRONMENTAL RESPONSE DIVISION

PROPOSED ADMINISTRATIVE RULES FOR PART 201, ENVIRONMENTAL REMEDIATION, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. These rules bring the rules for the state cleanup program under Part 201 up to date with statutory amendments enacted in 1995 and 1996. The rules provide for land use-based cleanup criteria; set forth algorithms for calculation of generic cleanup criteria; explain requirements for remedial action plans and other stages of response activity; clarify which types of response activity require DEQ approval; clarify affirmative obligations of liable persons; and update rules that deal with program administration, such as the inventory of contaminated sites, public funding for the cleanup program, and alternate water service. A public hearing will be held on August 28, 2001, at the Forum Auditorium, Michigan Library and Historical Center, 717 West Allegan, Lansing, Michigan 48909. The hearing will take place from 1:00 p.m. to 5:00 p.m. and from 6:30 p.m. to 8:00 p.m. Copies of the proposed rules can be viewed and downloaded from the Internet through the DEQ Environmental Response Division web site at www.deq.state.mi.us/erd. DRAFT HURON RIVER (GEDDES POND) PATHOGEN TOTAL MAXIMUM DAILY LOAD (TMDL). The Surface Water Quality Division is announcing the availability of the Huron River (Geddes Pond) Pathogen TMDL for comment. This water body was included in Michigan’s Year 2000 Section 303(d) list due to elevated E. coli levels. The TMDL is being developed to identify the necessary pathogen reductions to meet Water Quality Standards. Consideration of a U.S. Environmental Protection Agency (EPA) proposed plan for remediation of the Shiawassee River Superfund Site, located north of Highland Road in Howell, Livingston County, Michigan. The plan calls for excavation of selected hotspots of Polychlorinated Biphenyl (PCB) contaminated river sediments and flood plains. The applicant proposes to place 114 cubic yards of fill within 0.02 acres of wetland and install 24 linear feet of a 4-foot diameter corrugated plastic pipe within a creek to construct a proposed driveway crossing. A public meeting is planned to discuss the state groundwater discharge permit for the Standish Sterling Schools’ waste disposal systems. The meeting location is the Standish Elementary School, 583 E. Cedar Street, Standish Michigan. Waste Management Division (WMD) staff will answer questions regarding the groundwater discharge permit issued on June 22, 2001. BASIC MATH AND HYDRAULICS SHORT COURSE, BROOK LODGE, AUGUSTA, MICHIGAN. The Michigan Department of Environmental Quality’s Environmental Assistance Division and the Michigan Section of the American Water Works Association present this three-day course. The course will allow water utility personnel an opportunity to acquire basic information in the subjects of math and hydraulics. Topics include use of a calculator, operational math, calculation of areas and volumes, velocity and rates, basic hydraulics, weight, density, specific gravity, pressure calculations, friction and head loss, hydraulic gradient or slope, continuity equation, and chlorination calculations. The conference begins on Tuesday, September 11, 2001 with a pre-conference seminar sponsored by the Michigan Section Water for People Committee. Conference registration begins on Tuesday afternoon, and the exhibit area opens for the day. Cost for a full conference registration is $195 for an AWWA member and $245 for a non-member if you register on or before August 11th; registration is $245 for an AWWA member and $295 for a non-member if you register after August 11th.
