BROWNFIELD REDEVELOPMENT GRANT APPLICATION FOR CITY OF ST. JOSEPH, BERRIEN COUNTY. Consideration of a request for a Brownfield Redevelopment Grant for $651,000 to fund "due care" response activities necessary for reuse of a portion of the Ausco Foundry Site (Ausco), located in the Edgewater Area on 21 acres at parcels 1 and 4. Ausco has operated an iron foundry at this location since 1917. Previous uses of the property include production of cast-iron automotive parts, hydraulic and mechanical jacks, brake shoes, and asbestos brake linings. Fiskars Properties, Inc., will build two new office buildings, and Cornerstone Alliance will build one new office building. The developers will invest $10 million in the project that will result in the creation of over 300 new jobs. INTENT TO SUBMIT AN APPLICATION FOR CLEAN CORPORATE CITIZEN DESIGNATION, FORD MOTOR COMPANY, ENGINE MANUFACTURING DEVELOPMENT OPERATIONS, ALLEN PARK, WAYNE COUNTY. The Michigan Department of Environmental Quality has received notice from Ford Motor Company, Engine Manufacturing Development Operations (Ford-EMDO), of its intent to apply for Clean Corporate Citizen (C3) designation. The C3 program provides incentives for improved environmental protection. Regulated establishments that have demonstrated environmental stewardship can receive C3 designation and public recognition for their efforts and are entitled to certain regulatory benefits. As part of the application process, Ford-EMDO will be accepting public comments and making its application available for public review until June 21, 2001. Petitioner seeks an order of the Supervisor of Wells approving a Plan of Unitization for secondary recovery of oil, gas, and related hydrocarbons, and abrogating existing spacing and proration orders and rules for the proposed Brighton 11 Unit Area. PUBLIC HEARING ON PERMIT APPLICATION SUBMITTED BY MICHIGAN DEPARTMENT OF NATURAL RESOURCES, PARKS AND RECREATION BUREAU, LANSING, MICHIGAN. The Land and Water Management Division will hold a public hearing at the AuTrain – Onota School, N8790 Deerton Road, Deerton, Michigan. The hearing will be for Permit Application Number 01-02-0003-P, submitted by the Michigan Department of Natural Resources, Parks and Recreation Bureau, P.O. Box 30257, Lansing, Michigan. NOTICE OF JURISDICTIONAL CHANGE FOR CERTAIN WETLANDS IN ALLEGAN AND EATON COUNTIES. The U.S. Census Bureau has released the official 2000 census figures. The population for Allegan and Eaton Counties each now exceeds 100,000, which will significantly change the regulatory status of certain wetlands within these counties. Part 303, Wetlands Protection, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, requires permits for certain activities in regulated wetlands. Specifically, a permit is required from the DEQ to dredge or remove soil or minerals from a wetland; to deposit or place fill material in a wetland; to construct, operate, or maintain a use or development in a wetland; or to drain surface water from a wetland. Section 30301 of Part 303 defines regulated wetlands as those contiguous to the Great Lakes; Lake St. Clair; or any inland lake, pond, river, or stream; and as those noncontiguous wetlands larger than five acres, in counties with a population of 100,000 or more. The term "contiguous" is defined in the administrative rules promulgated under Part 303. Allegan and Eaton counties have not met the 100,000 population criterion in the past, and noncontiguous wetlands more than five acres in size have not been subject to Part 303 jurisdiction in these counties. Now that the 2000 census has officially established the population in these two counties at 100,000 or more, noncontiguous wetlands more than five acres in size will come under Part 303 jurisdiction. Permits will be required as of July 1, 2001, for all activities described above, in noncontiguous wetlands more than five acres in size, in Allegan and Eaton counties, regardless of when the activity began. REGULATIONS 101 – AN ENVIRONMENTAL, SAFETY, AND HEALTH COURSE. The Michigan Departments of Environmental Quality (DEQ) and Consumer and Industry Services (CIS) are offering Regulations 101 – An Environmental, Safety, and Health course at various locations throughout the state. The course is an introduction to environmental, health, and safety regulations affecting Michigan’s manufacturing industry. The textbook, "Michigan Manufacturers’ Guide to Environmental and Safety and Health Regulations," will be provided to course participants. Written by program specialists in the DEQ and CIS, the book is packed full of easy-to-read discussions about state and federal environmental rules. The book also summarizes MIOSHA’s safety and health programs. Cost: $75 which includes continental breakfast, lunch, workshop materials, and a copy of the "Michigan Manufacturers’ Guide to Environmental and Safety and Health Regulations." The Michigan Department of Environmental Quality’s Storage Tank and Environmental Assistance Divisions present this workshop for Qualified Underground Storage Tank Consultants (QCs) and Certified Professionals (CPs) who perform corrective action under Part 213, Leaking Underground Storage Tanks, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. Additionally, other environmental consultants or state/local representatives who need to understand the migration and recovery of light, non-aqueous phase liquids (LNAPLs) will benefit. The instructor is James M. Davidson of Alpine Environmental, Inc. in Fort Collins, Colorado. Mr. Davidson is a nationally recognized expert and teaches a variety of scientific short courses and workshops addressing MTBE, petroleum products, subsurface contamination, and remediation.
