LAND AND WATER MANAGEMENT DIVISION	F&M CONSTRUCTION, OAKLAND COUNTY, REQUEST FOR MODIFICATION TO A CONSERVATION EASEMENT HELD BY THE DEQ. An After-the-Fact permit (No. 00-63-0449) requiring additional mitigation was issued to resolve a minor violation, No. 00-63-0166-V, that occurred in a DEQ conservation easement site in Rochester Hills, Oakland County. AIR QUALITY DIVISION

PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. The Air Quality Division will be holding a public hearing on April 9, 2001 (see April 9 listing in this calendar) on proposed revisions to R 336.1210 to R 336.1215 and R 336.1299 (ORR No. 1998-036EQ). The proposed revisions will address interim approval issues regarding Michigan’s Renewable Operating Permit Program raised by the U.S. Environmental Protection Agency as necessary to gain full program approval and state delegation. LLC seeks an Order of the Supervisor of Wells to form a full 80-acre Salina-Niagaran Formation drilling unit by compulsory pooling one unleased interest into the unit. The proposed unit consists of the SW1/4 of NW1/4, Section 15, and the SE1/4 of NE1/4, Section 16, T2N, R6E, Brighton Township, Livingston County. The Land and Water Management Division will hold a public hearing at the Summit Township Hall, 2121 Ferguson Road, Jackson, Michigan. The hearing will be for Permit Application No. 00-38-0114-P, submitted by Joseph Leo Miller, 830 Browns Lake, Jackson, Michigan, to dredge the top three feet of a sand bar in Browns Lake. The proposed project would remove approximately 9975 cubic yards of material from the lake, and the dredge spoils would be used to fill an existing pond. APRIL 11, 2001 7:00 p.m.	PUBLIC HEARING REGARDING REPUBLIC SERVICES OF MICHIGAN V, LLC – ELK RUN SANITARY LANDFILL, 20667 FIVE MILE HIGHWAY, ONAWAY, MICHIGAN 49765. The public hearing will address a construction permit modification application for modifying the liner design, leachate collection system, final cover and gas collection system at the Elk Run Sanitary Landfill. The location of the hearing is the Onaway High School, 4475 M-33, Onaway, Michigan. The Michigan Department of Environmental Quality has until July 9, 2001, to make the final decision on the construction permit modification application. APRIL 17, 2001 9:30 a.m.	WORK GROUP MEETING REGARDING PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED (ACT 451). Pursuant to Act 451, the Air Quality Division is operating a work group to assist in the revision of rules regulating the New Source Review (NSR) program for rule packages 2000-077EQ and 2000-078EQ (formerly part of rules package 98-036EQ). The proposed NSR rule revisions will address program approval issues raised by the U.S. Environmental Protection Agency, findings of the Office of the Auditor General, and possible new exemptions from the requirement to obtain a Permit to Install. The Land and Water Management Division will hold a public hearing at the Pittsfield Charter Township Hall, 6201 W. Michigan Avenue, Ann Arbor, Michigan. The hearing will be for Permit Application No. 00-81-0107-P, submitted by Platt Road Associates, 424 North Center Road, Northville, Michigan, to place fill within a wetland area for the construction of a roadway, creation of a discharge outfall into the Warner-Koch Drain, and creation of five storm water retention basins as part of the construction of the Pittsfield Glen condominium development. The Land and Water Management Division will hold a public hearing at the Brighton Township Hall, 4363 Buno Road, Brighton, Michigan. The hearing will be for Permit Application No. 01-47-0006-P, submitted by Brian A. Mullaly, 3150 Hunter Grove, Brighton, Michigan, to construct a road and driveway to gain access to two lots by the placement of two 24-inch culverts and approximately 3025 cubic yards of fill material in 0.71 acres of wetland. The Land and Water Management Division will hold a public hearing at the White Lake Charter Township Hall, 7525 Highland Road, White Lake, Michigan. The hearing will be for Permit Application No. 01-63-0047-P, submitted by Williams Lake Development, LLC, 31300 Orchard Lake Road, Suite 200, Farmington Hills, Michigan, to construct Whetherstone Condominiums by placing approximately 675 cubic yards of fill material in about 0.11 acres of wetland. APRIL 23, 2001	DEADLINE FOR COMMENTS ON PROPOSED REMEDY OF CONTAMINATED SEDIMENTS IN AN UNNAMED TRIBUTARY TO WOLF CREEK, EDMORE, MICHIGAN. The Michigan Department of Environmental Quality reviewed a contaminated sediment removal plan submitted by the Hitachi Magnetics Corporation on March 23, 2001. A public meeting will be held at the Monroe Community College Dining Hall, in the Administration Building (Building A), 1555 South Raisinville, Monroe. Two sessions will be conducted. The first session (4:00 p.m. to 6:00 p.m.) will be an informal format for the public to speak with DEQ management individually on specific issues and concerns. The second session (6:00 p.m. to 7:00 p.m.) will consist of a question and answer format to receive public comment on general environmental issues. The Land and Water Management Division will hold a public hearing at the Pittsfield Charter Township Hall, 6201 W. Michigan, Ann Arbor, Michigan. The hearing will be for Permit Application Number 01-81-0002-P, submitted by Lake Forest Partners Inc., Louis Johnson, 4111 Timber Ridge Drive, Ann Arbor, Michigan, to construct a road crossing through a wetland and intermittent stream and create a detention pond, pedestrian walkway, and utility access in wetland. The Michigan Department of Environmental Quality’s Environmental Assistance Division and the Michigan Institute of Laundering and Drycleaning (MILD) present this seminar to update the dry cleaning industry on environmental, safety, and health regulations. MILD staff will provide an update on association activities. Staff from DEQ’s Environmental Assistance Division will discuss the Small Business Pollution Prevention Loan Program, hazardous waste regulations, and the federal NESHAP regulation. Staff will also ask for feedback and input on the "Michigan Fabricare Regulatory Guidebook," which is in need of updating. DEQ’s Dry Cleaning Program staff will provide an update on perchloroethylene Class IV rules; Class I, II, and III petroleum rules; permits required for the installation of dry cleaning machines and boilers; permits required for the modification or construction of a new dry cleaning establishment; sale of a dry cleaning establishment; air and solvent leak detection; and a new inspection information collection system. FUNDING FOR WATERSHED AND STORM WATER PROJECTS SEMINAR, MIDWAY HOTEL-BEST WESTERN, LANSING, MICHIGAN. The Watershed Management Committee of the Michigan Water Environment Association and the Michigan Department of Environmental Quality are jointly presenting this seminar on how government entities can obtain funding for watershed and storm water projects through federal and state grants, as well as private foundations. "MEETING CHALLENGES: SUCCESSFUL PRACTICES IN FUGITIVE DUST MANAGEMENT" WORKSHOP AND VENDOR EXPO, BURTON MANOR, LIVONIA, MICHIGAN. The Clean Air Assistance Program in the Environmental Assistance Division of the Michigan Department of Environmental Quality, in conjunction with the Air Quality Management Division of the Wayne County Department of Environment, the Detroit-based Good Neighbors United Initiative, and numerous other co-sponsoring organizations, is sponsoring a fugitive dust management workshop and vendor exposition. The focus of the workshop is to provide business and industry an opportunity to learn directly from case study applications where fugitive dust problems have existed and unique or cost-efficient means have been deployed so that dust is significantly reduced or eliminated. Treatment, storage, or disposal facilities that manage or have managed hazardous waste and are subject to corrective action under Part 111 of the Natural Resources and Environmental Protection Act (P.A. 451) and the federal Resource Conservation and Recovery Act (RCRA) will find the conference of interest. TOXIC CHEMICAL RELEASE INVENTORY (SECTION 313) REPORTING WORKSHOP, EMERGENCY PLANNING AND COMMUNITY RIGHT-TO-KNOW (EPCRA), SARA TITLE III, AMWAY GRAND PLAZA HOTEL, GRAND RAPIDS, MICHIGAN. This one-day workshop on the Toxic Chemical Release Inventory reporting for 2000 is cosponsored by the U.S. Environmental Protection Agency (EPA) and the DEQ’s Environmental Assistance Division. The workshop is designed to acquaint the attendee with the requirements of EPCRA Section 313 and Section 6607 of the Pollution Prevention Act. The workshop content will emphasize reporting requirements and how to fill out a Form R report. Updates on reporting requirements, particularly on the changes concerning persistent, bioaccumulative and toxic (PBTs) chemicals, will also be covered. This workshop is free and available to the first 100 registrants. The U.S. EPA Region 5 office will be accepting registrations by mail or fax. REGULATIONS 101 – AN ENVIRONMENTAL, SAFETY, AND HEALTH COURSE. The Michigan Departments of Environmental Quality (DEQ) and Consumer and Industry Services (CIS) are offering a Regulations 101 – Environmental, Safety, and Health course at various locations throughout the state. The course is an introduction to environmental, health, and safety regulations affecting Michigan’s manufacturing industry. The textbook, "Michigan Manufacturers’ Guide to Environmental and Safety and Health Regulations," will be provided to course participants. Written by program specialists in the DEQ and CIS, the book is packed full of easy-to-read discussions about state and federal environmental rules.
