BELLAIRE BAY MART, 102 SOUTH BRIDGE STREET, BELLAIRE, ANTRIM COUNTY. The Storage Tank Division, through a Qualified Underground Storage Tank Consultant, submitted an application for a groundwater mixing zone determination in conjunction with a corrective action plan for the Former Bellaire Bay Mart. The receiving surface water body is the Intermediate (Clam) River; and the location of the venting groundwater plume is Section 30, T30N, R7W, Kearney Township, Antrim County, the eastern shoreline of the Intermediate (Clam) River where County Road CR-620 (Cayuga Street) crosses the river. PART 615, SUPERVISOR OF WELLS, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED and SUPERVISOR OF WELLS INSTRUCTION 1-2001, NUISANCE ODOR STANDARD FOR HYDROGEN SULFIDE AT WELLS AND SURFACE FACILITIES. On January 19, 2001, the DEQ's proposed amendments to the oil and gas rules (ORR No. 98-044 EQ) were filed with the Secretary of State and became effective on February 6, 2001. The amendments to the rules revise Parts 1, 4, 5, 10, and 11; R 324.102, R 324.416, R 324.504, R 324.1008, R 324.1012, R 324.1103, R 324.1105, R 324.1110, R 324.1113, R 324.1122, R 324.1125, R 324.1129, and added R 324.1130. The amendments address concerns regarding hydrogen sulfide gas production and transportation. Supervisor of Wells Instruction 1-2001 was issued to define the concentration of hydrogen sulfide in ambient air at the point of exposure that may cause injurious effects to human health. The Instruction incorporates the recommendations of the Michigan Environmental Science Board in its report, entitled "Health Effects of Low-Level Hydrogen Sulfide in Ambient Air," and relevant amendments to the H2S rules. Written comments are being accepted on the draft Assessment of Section 309, Coastal Program Enhancement, Federal Coastal Zone Management Act, PL 92-583 of 1972, prepared by the Michigan Coastal Management Program, Land and Water Management Division. The draft Assessment provides an overview of Coastal Management Program activities related to the issues of cumulative and secondary impacts of coastal development, wetlands, and coastal hazards. The draft Assessment also assesses the issues of public access, federal government facility siting, marine debris, special area management planning, and aquaculture. Comments received will assist the Coastal Management Program in prioritizing these issues, developing a strategy for grant funding and identifying program goals for the next four years. NOTICE OF PENDING SECTION 401 CERTIFICATION. The Michigan Department of Environmental Quality is proposing to issue a Section 401 Water Quality Certification under Section 401(a) of the federal Clean Water Act to the United States Army Corps of Engineers to dredge approximately 50,000 cubic yards of sediment per year in May and June from the federal navigational channel in Ontonagon Harbor (Lake Superior and Ontonagon River) in Ontonagon, Michigan, as part of a navigational maintenance project. The purpose of the proposed Certification is to assure that this project, which includes the beach application of sediments west of Ontonagon Harbor (T52N, R40W, S25), will comply with Michigan Water Quality Standards. DRY CLEANING INFORMATION UPDATE SEMINARS. The Michigan Department of Environmental Quality’s Environmental Assistance Division and the Michigan Institute of Laundering and Drycleaning (MILD) present this seminar to update the dry cleaning industry on environmental, safety, and health regulations. MILD staff will provide an update on association activities. Staff from DEQ’s Environmental Assistance Division will discuss the Small Business Pollution Prevention Loan Program, hazardous waste regulations, and the federal NESHAP regulation. Staff will also ask for feedback and input on the Michigan Fabricare Regulatory Guidebook, which is in need of updating. DEQ’s Dry Cleaning Program staff will provide an update on perchloroethylene Class IV rules; Class I, II, and III Petroleum rules; permits required for the installation of dry cleaning machines and boilers; permits required for the modification or construction of a new dry cleaning establishment; sale of a dry cleaning establishment; air and solvent leak detection; and a new inspection information collection system. SANITARY SEWER OVERFLOW WORKSHOP, HOLIDAY INN SOUTH-CONVENTION CENTER, LANSING, MICHIGAN . The Michigan Department of Environmental Quality’s Surface Water Quality and Environmental Assistance Divisions, in cooperation with the Grand Valley Metropolitan Council, Michigan Municipal League, Michigan Townships Association, and Southeast Michigan Council of Governments (SEMCOG), present this workshop for those faced with sanitary sewer overflow (SSO) problems. The intended audience includes public officials, municipal utility managers, wastewater treatment plant superintendents, consultants, and regulatory and planning officials. The workshop reviews state information on reported SSO situations; describes current, proposed, and anticipated state and federal requirements related to SSOs; assists in understanding individual issues faced by municipal system owners and operators; and explains general options to address these requirements and issues. "CHALLENGES: SUCCESSFUL PRACTICES IN FUGITIVE DUST MANAGEMENT" WORKSHOP AND VENDOR EXPO, BURTON MANOR, LIVONIA, MICHIGAN. The Clean Air Assistance Program in the Environmental Assistance Division of the Michigan Department of Environmental Quality, in conjunction with the Air Quality Management Division of the Wayne County Department of Environment, the Detroit-based Good Neighbors United Initiative, and numerous other co-sponsoring organizations, is sponsoring a fugitive dust management workshop and vendor exposition. The focus of the workshop is to provide business and industry an opportunity to learn directly from case study applications where fugitive dust problems have existed and unique or cost-efficient means have been deployed so that dust is significantly reduced or eliminated. The workshop consists of morning plenary sessions and two sets of afternoon breakout sessions covering material handling solutions, abrasive blasting solutions, dust plan development, and economic empowerment through cooperative and innovative ways to control dust. MICHIGAN CORRECTIVE ACTION CONFERENCE, HOLIDAY INN LANSING WEST CONFERENCE CENTER, LANSING, MICHIGAN. Michigan Department of Environmental Quality’s Waste Management Division, in cooperation with the Environmental Assistance Division, is sponsoring the Corrective Action Conference. Treatment, storage, or disposal facilities that manage or have managed hazardous waste and are subject to corrective action under Part 111 of the Natural Resources and Environmental Protection Act (P.A. 451) and the federal Resource Conservation and Recovery Act (RCRA) will find the conference of interest. The conference agenda provides information on Michigan facilities that are of high priority for corrective action, overviews Michigan’s Voluntary Corrective Action Initiative, and explains how to use cleanup criteria detailed in Part 201 of Act 451 to satisfy Part 111 and RCRA correction action obligations. The conference also includes technical presentations on groundwater issues, waste classification, and PCBs. Cost: $50 includes continental breakfast, lunch, and conference materials. STORAGE TANK OWNER/OPERATOR TRAINING. Michigan Department of Environmental Quality’s Storage Tank Division, in cooperation with the Environmental Assistance Division, is sponsoring this training for owners and operators of storage tank systems, including service stations, bulk plants, airports, municipalities, attorneys, and others who have an interest in property that contains underground and aboveground storage tanks. The training will provide an update on the changes to the rules governing storage tank facilities and information on how to operate and maintain a tank system to avoid environmental impacts.
