WASTE MANAGEMENT DIVISION

SCHOOLCRAFT COUNTY SOLID WASTE MANAGEMENT PLAN. Consideration of Michigan Department of Environmental Quality (DEQ) approval with modifications of the locally approved five-year update to the Schoolcraft County Solid Waste Management Plan (Plan). The DEQ initiated this round of updates on June 13, 1997; and Schoolcraft County submitted this locally approved Plan on November 7, 2000. The Geological Survey Division will hold a public hearing at the Covert Township Hall, 73943 Lake Street, Covert, Michigan. TechniSand, Inc. has filed application for renewal of their sand dune mining permit at this site pursuant to Part 637, Sand Dune Mining, Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. DEADLINE FOR PUBLIC COMMENT REGARDING THE MICHIGAN COASTAL MANAGEMENT PROGRAM’S ASSESSMENT OF FEDERAL COASTAL ZONE MANAGEMENT ACT SECTION 309. Written comments are being accepted on the draft Assessment of Section 309, Coastal Program Enhancement, Federal Coastal Zone Management Act, PL 92-583 of 1972, prepared by the Michigan Coastal Management Program, Land and Water Management Division. The draft Assessment provides an overview of Coastal Management Program activities related to the issues of cumulative and secondary impacts of coastal development, wetlands, and coastal hazards. The draft Assessment also assesses the issues of public access, federal government facility siting, marine debris, special area management planning, and aquaculture. Comments received will assist the Coastal Management Program in prioritizing these issues, developing a strategy for grant funding, and identifying program goals for the next four years. NOTICE OF PENDING SECTION 401 CERTIFICATION. NOTICE OF PENDING SECTION 401 CERTIFICATION. The Michigan Department of Environmental Quality is proposing to reissue a Section 401 Water Quality Certification under Section 401(a) of the federal Clean Water Act to the U.S. Army Corps of Engineers to dredge approximately 18,000 cubic yards of sediment from the navigational channel in the summer of 2001 from Point Lookout Harbor (Saginaw Bay and AuGres River) in AuGres, Michigan, as part of a navigational maintenance project. TRANSPORTATION AND THE ENVIRONMENT CONFERENCE. The Michigan Department of Environmental Quality, Land and Water Management Division (LWMD), and the Michigan Technological University's Local Technical Assistance Program (LTAP) present the 2001 Transportation and The Environment Conference. This year's conference provides an overview of statutes and design criteria in a number of environmental areas. Participants will become more familiar with the LWMD permit process for projects that impact wetlands, lakes, streams, and floodplains. 2001 RURAL PARTNERSHIP CONFERENCE, "BUILDING SUSTAINABLE COMMUNITIES," MCCAMLY PLAZA HOTEL, BATTLE CREEK, MICHIGAN. The Rural Development Council of Michigan, Michigan Association of RC&D Councils, and Michigan Association of Regions host the 2001 Rural Partnership Conference entitled "Building Sustainable Communities." Day one of the conference is devoted to the associations’ business meetings, a grantsmanship workshop, and an evening keynote address given by Professor CY Allen from the University of Wisconsin-Stevens Point. Professor Allen will present "Golden Leadership Opportunities: Capitalizing on Change in Your Community." Day two consists of concurrent breakout sessions. The Michigan Section of the American Water Works Association and the DEQ’s Environmental Assistance Division present the Water Treatment Short Course II. This course is offered to allow water utility personnel an opportunity to acquire advanced information in subjects important in the operation of a water filtration plant. It is recommended that students taking this course have a good general understanding of mathematics and basic chemistry, or have previously completed Water Treatment Short Course I. The Michigan Department of Environmental Quality’s Environmental Assistance Division presents this four-day course offering training on wastewater laboratory procedures. Course topics include use of volumetric glassware, chemical hygiene plan, laboratory water, principles of colorimetry, preparation of a standard curve, phosphorous analyses (ascorbic acid), and nitrogen cycle. Ammonia analysis, total kjeldahl nitrogen, nitrite, nitrate, and selective ion probe procedures will also be discussed. Cost: $250 includes instruction, materials, and lunch. "CHALLENGES: SUCCESSFUL PRACTICES IN FUGITIVE DUST MANAGEMENT" WORKSHOP AND VENDOR EXPO, BURTON MANOR, LIVONIA, MICHIGAN. The Clean Air Assistance Program in the Environmental Assistance Division of the Michigan Department of Environmental Quality, in conjunction with the Air Quality Management Division of the Wayne County Department of Environment, the Detroit-based Good Neighbors United Initiative, and numerous other co-sponsoring organizations, is sponsoring a fugitive dust management workshop and vendor exposition. The focus of the workshop is to provide business and industry an opportunity to learn directly from case study applications where fugitive dust problems have existed and unique or cost-efficient means have been deployed so that dust is significantly reduced or eliminated. The workshop consists of morning plenary sessions and two sets of afternoon breakout sessions covering material handling solutions, abrasive blasting solutions, dust plan development, and economic empowerment through cooperative and innovative ways to control dust.
