HAZARDOUS WASTE MANAGEMENT CONSTRUCTION PERMIT FOR ENVIRONMENTAL DISPOSAL SYSTEMS, INC. (EDS), ROMULUS, WAYNE COUNTY. Consideration of a permit for the construction of a hazardous waste storage and treatment facility at 28470 Citrin Drive, Romulus, Michigan. The hazardous wastes would be stored and treated in tanks prior to injection in deep wells. (The deep wells were already permitted separately under other federal and state programs.) The public participation process regarding the construction permit began on December 15, 2000. Written comments were due by February 1, 2001. DEADLINE FOR PUBLIC COMMENT ON THE DRAFT REMEDIAL INVESTIGATION/FEASIBILITY STUDY (RI/FS) FOR THE ALLIED PAPER, INC./PORTAGE CREEK/KALAMAZOO RIVER SUPERFUND SITE PHASE 1, KALAMAZOO AND ALLEGAN COUNTIES. Written comments are being accepted on a draft remedial investigation/feasibility study (RI/FS) for Phase 1 of the Allied Paper, Inc./Portage Creek/Kalamazoo River Superfund site of environmental contamination. Phase 1 encompasses an area of the Kalamazoo River extending from Morrow Pond to Calkins Dam. The RI includes results of the Phase 1 river investigation, and the FS details remedial alternatives proposed by the potentially responsible parties (PRPs) for river cleanup. Consultants for the PRPs for this site prepared the RI/FS, and the document is being reviewed by DEQ and the U.S. EPA. The Office of the Great Lakes, Michigan Department of Environmental Quality (DEQ), will hold a second public hearing on draft Annex 2001, a proposed amendment to the Great Lakes Charter relating to consumptive uses and diversion of Great Lakes water. The hearing will be held in the Ontario Room, 1401 Presque Isle Avenue, University Center, Northern Michigan University, Marquette, Michigan. Following the public comment period, the Great Lakes Governors, in consultation with the Premiers, will review the comments and make changes before releasing the final Annex 2001. They will then begin developing a set of more binding agreements as agreed to in the Annex. The hearing will be for Permit Application No. 00-39-0078-P, submitted by Indian Lake Nazarene Camp, 7926 Central Street, Vicksburg, Michigan, to expand and renovate an existing marina and obtain a marina operating permit on Indian Lake and to place fill in a wetland. The expansion will increase the number of slips from 35 to 60 and will include the placement of new docks, piers, and seawalls. Written comments are being accepted on a proposed remedial action plan submitted by the City of Sault Ste. Marie for the rubble pile and golf course portions of the Union Carbide Waste Disposal facility, a site of environmental contamination located along Spruce Street and Shunk Road in Sault Ste. Marie. The proposed plan will control existing carbide waste on-site through the use of a restrictive covenant, a vegetated soil cap, limited site entry, warning signs, and permanent markers. WORK GROUP MEETING REGARDING PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED (ACT 451). Pursuant to Act 451, the Air Quality Division is operating a work group to assist in the revision of rules regulating the New Source Review (NSR) program for rules packages 2000-077EQ and 2000-078EQ (formerly part of rules package 98-036EQ). The proposed NSR rule revisions will address program approval issues raised by the U.S. Environmental Protection Agency, findings of the Office of the Auditor General, and possible new exemptions from the requirement to obtain a Permit to Install. WASTEWATER LABORATORY PROCEDURES COURSE II, COMFORT INN UNIVERSITY PARK CONFERENCE CENTER, MT. PLEASANT, MICHIGAN. The Michigan Department of Environmental Quality’s Environmental Assistance Division presents this four-day course. Lecture and demonstrations will be presented on the following analytical procedures: total coliform, fecal coliform, conductivity, grease and oil, groundwater monitoring, pH, hardness, and chlorides. Instruction will also be given in the regulatory reporting requirements, preparation and standardization of solutions, laboratory safety, and the use of volumetric glassware. Cost: $250 includes instruction, materials, and lunch each day. Please note that pre-registration is required, and the tuition fee will be collected the first day of the course. CROSS CONNECTION SEMINAR–BASIC, MIDWAY MOTOR LODGE, LANSING, MICHIGAN. The Michigan Section of the American Water Works Association and the DEQ’s Environmental Assistance Division present the Cross Connection Seminar–Basic. Information presented will include lectures, slides, and videotapes on the subject. Attendees will learn what cross connections are, where they are found, and how to eliminate them. Manufacturer representatives will be invited to display at the seminar and discuss various cross connection control devices. Participants satisfactorily completing the seminar may be awarded up to 5 hours of DEQ advisory board-approved CECs (continuing education credits). Cost: $30 includes lunch and materials. LIMITED TREATMENT SHORT COURSE, HIGGINS LAKE, MICHIGAN. The Michigan Section of the American Water Works Association and the DEQ’s Environmental Assistance Division present this course offering water utility personnel an opportunity to acquire basic information in subjects important to limited treatment systems. The course will cover topics including basic math, chlorination, fluoridation, safety, iron removal, wells and pumps, and miscellaneous treatment. Students satisfactorily completing the course may be awarded up to 2 hours of DEQ advisory board-approved CECs (continuing education credits). Cost: $175 includes all meals from lunch on day of arrival through lunch on day of departure, mid-morning and afternoon coffee service, two nights lodging in a double room, materials, and workbooks. Optional one and one-half hour evening sessions for catch-up, discussion, and questions and answers are planned. WATER TREATMENT SHORT COURSE II, HIGGINS LAKE, MICHIGAN. The Michigan Section of the American Water Works Association and the DEQ’s Environmental Assistance Division present the Water Treatment Short Course II. This course is offered to allow water utility personnel an opportunity to acquire advanced information in subjects important in the operation of a water filtration plant. It is recommended that students taking this course have a good general understanding of mathematics and basic chemistry or have previously completed Water Treatment Short Course I. Students satisfactorily completing the course may be awarded up to 2.5 hours of DEQ advisory board-approved CECs (continuing education credits). Cost: $175 includes all meals from lunch on day of arrival through lunch on day of departure, mid-morning and afternoon coffee service, two nights lodging in a double room, materials, and workbooks. "CHALLENGES: SUCCESSFUL PRACTICES IN FUGITIVE DUST MANAGEMENT" WORKSHOP AND VENDOR EXPO, BURTON MANOR, LIVONIA, MICHIGAN. The Clean Air Assistance Program in the Environmental Assistance Division of the Michigan Department of Environmental Quality, in conjunction with the Air Quality Management Division of the Wayne County Department of Environment, the Detroit-based Good Neighbors United Initiative, and numerous other co-sponsoring organizations, is sponsoring a fugitive dust management workshop and vendor exposition. The focus of the workshop is to provide business and industry an opportunity to learn directly from case study applications where fugitive dust problems have existed and unique or cost-efficient means have been deployed so that dust is significantly reduced or eliminated. The workshop consists of morning plenary sessions and two sets of afternoon breakout sessions covering material handling solutions, abrasive blasting solutions, dust plan development, and economic empowerment through cooperative and innovative ways to control dust. MICHIGAN CORRECTIVE ACTION CONFERENCE, HOLIDAY INN LANSING WEST CONFERENCE CENTER, LANSING, MICHIGAN. Michigan Department of Environmental Quality’s Waste Management Division, in cooperation with the Environmental Assistance Division, is sponsoring the Michigan Corrective Action Conference. Treatment, storage, or disposal facilities that manage or have managed hazardous waste and are subject to corrective action under Part 111 of the Natural Resources and Environmental Protection Act (P.A. 451) and the federal Resource Conservation and Recovery Act (RCRA) will find the conference of interest. The conference agenda provides information on Michigan facilities that are of high priority for corrective action, overviews Michigan’s Voluntary Corrective Action Initiative, and explains how to use cleanup criteria detailed in Part 201 of Act 451 to satisfy Part 111 and RCRA correction action obligations.
