CLEAN CORPORATE CITIZEN DESIGNATION, GRAYLING GENERATING STATION, GRAYLING, CRAWFORD COUNTY. The Michigan Department of Environmental Quality has received an application for Clean Corporate Citizen (C3) designation from Grayling Generating Station, Grayling, as provided for under Administrative Rules R324.1507 to R324.1511: Clean Corporate Citizen Program. A decision on the C3 designation approval or disapproval will be made by March 5, 2001. The C3 program provides incentives for improved environmental protection. Regulated establishments that have demonstrated environmental stewardship can receive C3 designation and public recognition for their efforts and are entitled to certain regulatory benefits. PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED (ACT 451). The Department is proposing to rescind R 336.1913 and R 336.1914 relating to emissions from malfunction, start-up, and shutdown of source processes and/or process equipment (2001-001EQ). Section 5509 of Act 451 required the adoption of these rules, but the U.S. Environmental Protection Agency found them to be in non-conformance with both Section 110 of the federal Clean Air Act and Title 40 of the Code of Federal Regulations, Part 70, requirements for the Title V Renewable Operating Permit Program. PUBLIC MEETING OF THE BROWNFIELD REDEVELOPMENT BOARD, LANSING, INGHAM COUNTY. A public meeting of the Brownfield Redevelopment Board (BRB) is scheduled at the Michigan Library and Historical Center, Lake Ontario Room, 3rd floor, 717 W. Allegan, Lansing. The BRB will meet to prioritize newly discovered sites eligible for unexpended state cleanup funds under the State Sites Cleanup Program, pursuant to Section 20108c, PA 380 of 1996. Eligible sites are identified as environmentally contaminated properties that the state, as an owner or operator, is liable to remediate. Unexpended funds are previously allocated dollars saved from past state-liable site cleanups achieved under projected costs. The Board consists of the directors of the departments of Management and Budget and Environmental Quality, and the president and chief executive officer of the Michigan Economic Development Corporation. The Land and Water Management Division will hold a public hearing at the Gaines Township Hall, 1685 68th Street, SE, Grand Rapids, Michigan. The hearing will be for Permit Application No. 00-41-0179-P, submitted by Tom Van Laan, 6875 Dutton Industrial Drive S.E., Dutton, Michigan, to receive authority for the previous placement of approximately 1,518 cubic yards of fill material into 0.31 acres of wetland. Proposed additional activities are to expand an existing concrete operation by the placement of 1,600 cubic yards of fill into 0.40 acres of wetland and install 95 feet of 18-inch diameter culvert, construct a stormwater detention outlet structure by the placement of 55 cubic yards of fill into 0.04 acres of wetland, place 10 cubic yards of riprap, and install 40 feet of 18-inch diameter culvert. The Office of the Great Lakes, Michigan Department of Environmental Quality (DEQ), will hold a public hearing on draft Annex 2001, a proposed amendment to the Great Lakes Charter relating to consumptive uses and diversion of Great Lakes water. The hearing will be held at the Michigan Department of Environmental Quality, Office of Administrative Hearings, Knapp's Centre, 3rd Floor, Suite 320, 300 S. Washington Avenue, Lansing, Michigan. Following the public comment period, the Great Lakes Governors, in consultation with the Premiers, will review the comments and make changes before releasing the final Annex 2001. The consultants for the Potentially Responsible Parties (PRP) prepared the RI/FS. The RI includes results of the Phase 1 river investigation, and the FS details potential remedial alternatives for the river cleanup. Written comments are being accepted on a draft remedial investigation/feasibility study (RI/FS) for Phase 1 of the Allied Paper, Inc./Portage Creek/Kalamazoo River Superfund site of environmental contamination. Phase 1 encompasses an area of the Kalamazoo River extending from Morrow Pond to Calkins Dam. The RI includes results of the Phase 1 river investigation, and the FS details remedial alternatives proposed by the potentially responsible parties (PRP) for river cleanup. Consultants for the PRPs for this site prepared the RI/FS, and the document is being reviewed by the Michigan Department of Environmental Quality (DEQ) and the U.S. Environmental Protection Agency. Copies of the RI/FS are available for review at six area information repositories: Allegan and Kalamazoo Public Libraries, Charles Ransom Library in Plainwell, Waldo Library (Western Michigan University) in Kalamazoo, Saugatuck-Douglas Library, and the Otsego District Library. WATER TREATMENT SHORT COURSE I, KBS GULL LAKE CONFERENCE CENTER, HICKORY CORNERS, MICHIGAN. The Michigan Section of the American Water Works Association and the DEQ's Environmental Assistance Division present the Water Treatment Short Course I. This course is offered to allow water utility personnel an opportunity to acquire basic information in subjects important in the operation of a water filtration plant. It is recommended that students taking this course have a good general understanding of mathematics and basic chemistry. Students satisfactorily completing the course may be awarded up to 2.5 hours of DEQ advisory board-approved CECs (continuing education credits). WASTEWATER LABORATORY PROCEDURES COURSE II, COMFORT INN UNIVERSITY PARK CONFERENCE CENTER, MT. PLEASANT, MICHIGAN. The Michigan Department of Environmental Quality's Environmental Assistance Division presents this four-day course. Lecture and demonstrations will be presented on the following analytical procedures: total coliform, fecal coliform, conductivity, grease and oil, groundwater monitoring, pH, hardness, and chlorides. Instruction will also be given in the regulatory reporting requirements, preparation and standardization of solutions, laboratory safety, and the use of volumetric glassware. Cost: $250 includes instruction, materials, and lunch each day. Please note that pre-registration is required, and the tuition fee will be collected the first day of the course. Information presented will include lectures, slides, and videotapes on the subject. Attendees will learn what cross connections are, where they are found, and how to eliminate them. Manufacturer representatives will be invited to display at the seminar and discuss various cross connection control devices.
