ENVIRONMENTAL RESPONSE DIVISION

CLEAN MICHIGAN INITIATIVE (CMI) BROWNFIELD REDEVELOPMENT GRANT APPLICATION, DETROIT, WAYNE COUNTY. The city of Detroit has applied for a $750,000 CMI Brownfield Redevelopment Grant to conduct environmental site investigation and remediation activities at 6134 and 6200 2nd Avenue, near the intersection of Amsterdam and 2nd Avenue, in the city of Detroit. This award will provide funding to complete site investigation work and to develop and implement appropriate due care plans. The redevelopment will make use of the existing structures at 6134 and 6200 2nd Avenue preserving their historical significance, while providing much needed housing and commercial space. At 6200, the existing two-story, 80,000 square foot, former industrial building will be remodeled to create 50 to 55 residential lofts. At 6134, the existing two-story, 20,000 square foot, former electrical substation will be redeveloped as commercial space. Approval of this application is being considered. ENVIRONMENTAL RESPONSE DIVISION

CLEAN MICHIGAN INITIATIVE (CMI) BROWNFIELD REDEVELOPMENT GRANT, HAMTRAMCK, WAYNE COUNTY. The city of Hamtramck has applied for a $205,000 CMI Brownfield Redevelopment Grant to conduct environmental site investigation and remediation activities at the former Cook Family Foods property located at 8800 Conant Avenue. This award will allow the city to market this property to 18th Street Deli, which proposes to expand on this site creating 100 new jobs and a private investment of $4.0 million. A new, 30,000-square-foot building will be built and equipped for food processing operations by the 18th Street Deli. The Grant application is under review by the Department. LAND AND WATER MANAGEMENT DIVISION

WASTE MANAGEMENT DIVISION

BENZIE COUNTY SOLID WASTE MANAGEMENT PLAN. Consideration of Michigan Department of Environmental Quality (DEQ) approval with modifications of the locally approved five-year update to the Benzie County Solid Waste Management Plan (Plan). The DEQ initiated this round of updates on June 13, 1997, and Benzie County submitted this locally approved Plan on March 3, 2000. PRESQUE ISLE COUNTY SOLID WASTE MANAGEMENT PLAN. Consideration of Michigan Department of Environmental Quality (DEQ) issuance of the five-year update to the Presque Isle County Solid Waste Management Plan (Plan). The DEQ initiated this round of updates on June 13, 1997. The Presque Isle Plan was written by the DEQ as required in Section 11533(6) Part 115, Solid Waste Management, Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. Administrative Rules Promulgation

AIR QUALITY DIVISION

PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. On December 5, 2000, the Department's proposed amendment to the air pollution control rules (ORR 1997-080EQ) were filed with the Secretary of State and became effective on December 21, 2000. The amendment to the rules adds R 336.1933, Standards for Hospital/Medical/Infectious Waste Incinerators. This rule adopts by reference federal standards (Title 40 Code of Federal Regulations, Part 60, Subpart Ce) and sets limits for mercury emissions that are more stringent than those in the federal regulations. Newstar Energy USA, Inc. seeks an Order of the Supervisor of Wells granting an exception to Special Order No. 1-86 forming a 640-acre off-pattern drilling unit. Petitioner proposes to drill and complete the Jonas #1-12A well in the Glenwood Member of the Black River Group. The proposed drilling unit includes all of Section 12, T16N, R3E, Garfield Township, Bay County, Michigan. Pursuant to Act 451, the Air Quality Division is operating a work group to assist in the revision of rules regulating the New Source Review (NSR) program for rules packages 2000-077EQ and 2000-078EQ (formerly part of rules package 1998-036EQ). The proposed NSR rule revisions will address program approval issues raised by the U.S. Environmental Protection Agency, findings of the Office of the Auditor General, and possible new exemptions from the requirement to obtain a Permit to Install. PUBLIC MEETING OF THE BROWNFIELD REDEVELOPMENT BOARD, LANSING, INGHAM COUNTY. A public meeting of the Brownfield Redevelopment Board (BRB) is scheduled at the Michigan Library and Historical Center, Lake Ontario Room, 3rd floor, 717 W. Allegan, Lansing. The BRB will meet to prioritize newly discovered sites eligible for unexpended state cleanup funds under the State Sites Cleanup Program, pursuant to Section 20108c, PA 380 of 1996. Eligible sites are identified as environmentally contaminated properties that the state, as an owner or operator, is liable to remediate. Unexpended funds are previously allocated dollars saved from past state-liable site cleanups achieved under projected costs. The Board consists of the directors of the departments of Management and Budget and Environmental Quality and the president and chief executive officer of the Michigan Economic Development Corporation. DEADLINE FOR PUBLIC COMMENT REGARDING ANR STORAGE COMPANY (SRN: B7198), COLD SPRINGS TOWNSHIP, KALKASKA COUNTY, for the proposed approval of a Renewable Operating Permit for the operation of a natural gas storage and compression facility. The draft permit is intended to simplify and clarify the facility's applicable requirements and will not result in any air emission changes at the facility. The responsible official of the facility is J. P. Lucido, Senior Vice President, ANR Pipeline Company, 500 Renaissance Center, Detroit, Michigan 48243. DEADLINE FOR PUBLIC COMMENT ON THE DRAFT REMEDIAL INVESTIGATION/FEASIBILITY STUDY (RI/FS) FOR THE ALLIED PAPER, INC./PORTAGE CREEK/KALAMAZOO RIVER SUPERFUND SITE PHASE 1, KALAMAZOO AND ALLEGAN COUNTIES. Written comments are being accepted on a draft remedial investigation/feasibility study (RI/FS) for Phase 1 of the Allied Paper, Inc./Portage Creek/Kalamazoo River Superfund site of environmental contamination. Phase 1 encompasses an area of the Kalamazoo River extending from Morrow Pond to Calkins Dam. The RI includes results of the Phase 1 river investigation and the FS details remedial alternatives proposed by the potentially responsible parties (PRP) for river cleanup. Consultants for the PRPs for this site prepared the RI/FS, and the document is being reviewed by the Michigan Department of Environmental Quality and the U.S. EPA. Copies of the RI/FS are available for review at six area information repositories: Allegan and Kalamazoo Public Libraries, Charles Ransom Library in Plainwell, Waldo Library (Western Michigan University) in Kalamazoo, Saugatuck-Douglas Library and the Otsego District Library. SARA TITLE III WORKSHOP 2001 - EMERGENCY PLANNING & COMMUNITY RIGHT-TO-KNOW ACT. The Michigan Department of Environmental Quality's (DEQ) Environmental Assistance Division, State Emergency Response Commission, and the U.S. Environmental Protection Agency Region 5 present this workshop on Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA Title III), also known as the Emergency Planning and Community Right-to-Know Act. Presenters will provide a detailed understanding of the Tier Two hazardous chemical inventory report, Tier Two electronic filing, emergency planning at a facility, chemical release notification requirements in Michigan, and EPA compliance initiatives and enforcement activities. There will also be a discussion of Michigan's newly reactivated "Annual Wastewater Report" which potentially affects thousands of facilities in Michigan. The workshop is recommended for those who have substances in their facilities for which they are required to have or prepare Material Safety Data Sheets under the Occupational Safety and Health Act (OSHA) of 1970. BASIC CHEMISTRY - TWELVE WEEK COURSE. The Michigan Department of Environmental Quality's Environmental Assistance Division presents a Basic Chemistry course. This course is for water and wastewater personnel and others interested in refreshing their knowledge of basic chemistry as it relates to employment. The course content includes: atoms and elements, chemical bonding and compounds, solutions, acids and bases, chlorination, alkalinity, coagulation and flocculation, water softening, and more. The course of study will begin in January 2001 and run for twelve weeks, meeting once a week for 2.5 hours. Individuals in the water field may be awarded up to 3.8 CEC's (38 training hours) for successfully completing the course. Individuals in the wastewater field may be awarded 2.0 semester hour equivalents toward Class A or B certification. Upon completion, the student will receive a course certificate. NOTE: A good knowledge of basic mathematics is recommended for students desiring to take this course. The cost of the course is expected to be $135 depending on the location and number of participants. This fee includes all tuition and a course textbook. The locations for the course are listed below. MICHIGAN AIR EMISSIONS REPORTING SYSTEM WORKSHOP. Sponsored by the Clean Air Assistance Program of the Michigan Department of Environmental Quality's Environmental Assistance Division, the Michigan Air Emissions Reporting System (MAERS) workshop explains Michigan's clean air requirements and shows step by step how to complete and submit air emission reports electronically. Staff from the Environmental Assistance and Air Quality Divisions will introduce the new 2.1 version of MAERS software. Attendees are urged to bring portable computers to the workshop, pre-loaded with the new MAERS software and their facility's database and receive one-on-one personal assistance from Air Quality Division staff. This 11th annual conference sponsored by the Certified Hazardous Materials Managers (CHMM) Michigan Chapter focuses on managing environmental risks such as mercury, air emissions, and chemical spills while regulations continue to change. QUALIFIED UNDERGROUND STORAGE TANK CONSULTANTS AND CERTIFIED PROFESSIONALS SEMINAR. The Michigan Department of Environmental Quality's Storage Tank and Environmental Assistance Divisions are sponsoring a two-day seminar in southeast and west Michigan. The seminar will update qualified underground storage tank consultants and certified professionals on program changes in baseline environmental assessments, liability issues, institutional controls, the operation and maintenance of underground storage tanks, Part 201 and 213 regulation changes, the redevelopment program, and free product recovery.
