Administrative Rules Promulgation

AIR QUALITY DIVISION

PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. The Air Quality Division intends to develop proposed revisions to the Air Pollution Control Rules (ORR 2000-063EQ through 2000-072EQ). The proposed amendments to Parts 1, 3, 4, 6, 7, 9, 10, 11, 16, and 17 will bring all the Air Pollution Control Rules up to date with Executive Orders 1993-31 and 1995-18 by replacing references to the Air Pollution Control Commission and the Department of Natural Resources with the Michigan Department of Environmental Quality. The proposed revisions will also update information for obtaining publications that are adopted by reference in the rules. AIR QUALITY DIVISION

PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. The Air Quality Division intends to develop proposed revisions to the Air Pollution Control Rules (ORR 2000-077EQ and 2000-078EQ). The proposed amendments to rules regulating the New Source Review permit program will address program approval issues raised by the U.S. Environmental Protection Agency, findings of the Office of the Auditor General, and possible new exemptions from the requirement to obtain a Permit to Install. These proposed revisions were previously included in the ORR's Request for Rulemaking No. 1998-036EQ. The proposed amendments to the Annual Reporting rules will rescind R 336.201 and R 336.204 which are obsolete. INTENT TO SUBMIT AN APPLICATION FOR CLEAN CORPORATE CITIZEN DESIGNATION, GRAYLING GENERATING STATION, GRAYLING, CRAWFORD COUNTY. The Michigan Department of Environmental Quality has received notice from the Grayling Generating Station of its intent to apply for Clean Corporate Citizen (C3) designation. The C3 program provides incentives for improved environmental protection. Regulated establishments that have demonstrated environmental stewardship can receive C3 designation and public recognition for their efforts and are entitled to certain regulatory benefits. As part of the application process, Grayling Generating Station will be accepting public comments and making their application available for public review until December 8, 2000. Contact the Grayling Generating Station directly to submit comments or for information on reviewing the application. DEADLINE FOR PUBLIC COMMENT REGARDING FEDERAL CONSISTENCY REVIEW OF THE U.S. COAST GUARD'S GREAT LAKES ICEBREAKING FINAL ENVIRONMENTAL IMPACT STATEMENT (EIS). The U.S. Coast Guard conducts icebreaking in support of commerce, search and rescue, flood control, and research and development in the Great Lakes. The Great Lakes Icebreaking Final Environmental Impact Statement (EIS) summarizes icebreaking activities and evaluates the environmental consequences of continuing, or the alternative of halting, icebreaking. The Michigan Department of Environmental Quality is in the process of reviewing this final EIS for consistency with Michigan's Coastal Management Program. The hearing will be for Permit Application No. 00-53-0025-P, submitted by Ervin J. Hackert, 490 South Lakeshore Drive, Ludington, Michigan, to place approximately 15 cubic yards of fill material in a 15-foot wide by 100-foot long wetland area contiguous to Pere Marquette Lake. DISTRIBUTION SYSTEM SHORT COURSE, BAY DE NOC COMMUNITY COLLEGE, MICHIGAN. The Michigan Department of Environmental Quality's Environmental Assistance and Drinking Water and Radiological Protection Divisions present this three-day course. The course is being offered to allow water utility personnel an opportunity to acquire basic information in subjects important to distribution systems. Course topics include water mains, bacti sampling and analysis, pipeline appurtenances, safety, distribution system rules, tapping, service lines and meters, cross connections, system operation, maintenance and special problems, pumps, motors, well houses, and chlorination. Students satisfactorily completing the course may be awarded up to 25 hours of MDEQ advisory board-approved continuing education credits. Students meeting the course attendance requirement but failing or not taking the course-ending quiz may be awarded 20 hours. Cost: $50 which includes lunch and breaks only. SARA TITLE III WORKSHOP 2001 - EMERGENCY PLANNING & COMMUNITY RIGHT-TO-KNOW ACT. The Michigan Department of Environmental Quality's (DEQ) Environmental Assistance Division, State Emergency Response Commission, and the U.S. Environmental Protection Agency Region 5 present this workshop on Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA Title III), also known as the Emergency Planning and Community Right-to-Know Act. Presenters will provide a detailed understanding of the Tier Two hazardous chemical inventory report, Tier Two electronic filing, emergency planning at a facility, chemical release notification requirements in Michigan, and EPA compliance initiatives and enforcement activities. There will also be a discussion of Michigan's newly reactivated "Annual Wastewater Report" which potentially affects thousands of facilities in Michigan. The workshop is recommended for those who have substances in their facilities for which they are required to prepare Material Safety Data Sheets under the Occupational Safety and Health Act (OSHA) of 1970. BASIC CHEMISTRY - TWELVE WEEK COURSE. The Michigan Department of Environmental Quality's Environmental Assistance Division presents a Basic Chemistry course. This course is for water and wastewater personnel and others interested in refreshing their knowledge of basic chemistry as it relates to employment. The course content includes: atoms and elements, chemical bonding and compounds, solutions, acids and bases, chlorination, alkalinity, coagulation and flocculation, water softening, and more. The course of study will begin in January 2001 and run for twelve weeks, meeting once a week for 2.5 hours. Individuals in the water field may be awarded up to 3.8 CEC's (38 training hours) for successfully completing the course. Individuals in the wastewater field may be awarded 2.0 semester hour equivalents toward Class A or B certification. Upon completion, the student will receive a course certificate. NOTE: A good knowledge of basic mathematics is recommended for students desiring to take this course.
