PUBLIC HEARING, PART 31, WATER RESOURCES, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. In compliance with the federal Clean Water Act, the Michigan Department of Environmental Quality is initiating a 2000-2002 triennial review of the Water Quality Standards (Part 4 rules). Beginning October 16, 2000, a 45-day public comment period began during which comments and suggestions for modifications to the rules are requested. PUBLIC MEETING WITH THE GEOLOGICAL SURVEY DIVISION REGARDING SAND DUNE MINING. The Michigan Department of Environmental Quality, Geological Survey Division (GSD), will hold a public meeting at the Mendel Center for Arts and Technology, Lake Michigan College Campus, Room F103, Benton Harbor, Michigan. The purpose of the meeting is to provide information on the permitting and regulation of Michigan's sand dune mining program. Attendees will be asked to register upon arrival. The meeting will allow for a question and answer period to receive public comment on issues relating to this program. Anyone wishing to speak at the meeting must sign a card upon arrival, and each person will have a maximum of five minutes to ask questions or make a statement. "THE JACKSON PIPELINE SPILL & STATE OF MICHIGAN EMERGENCY DECLARATION: WHAT HAPPENED THEN AND WHAT'S HAPPENED SINCE," EAST LANSING, INGHAM COUNTY. The Michigan Association of Environmental Professionals hosts its annual meeting and election of MAEP board members with a special presentation on the underground pipeline rupture/71,000 gallon gasoline spill that occurred in Jackson County on June 7, 2000. Key speakers will be MDEQ's Jackson District Supervisor Gary Klepper and ExxonMobil Pipeline's Senior Regulatory Analyst Wes Crawford presenting technical and logistical details about the case. Particular observations will be shared as to the challenges posed by the incident and the effectiveness of the various mitigation actions that were undertaken. Both presenters have been involved with the pipeline spill from the initial detection and reporting of the release through the current stage of identifying final remedial actions. The 7:30-9:00 p.m. Jackson Pipeline Spill presentation will be preceded by registration/election of MAEP Board from 6:00-6:30 p.m. and a dinner from 6:30-7:30 p.m.; the meeting concludes with MAEP's annual meeting at 9:00 p.m. Cost is $30 for MAEP members, $60 for non-MAEP members. 8TH ANNUAL GREAT LAKES REGION WASTE REDUCTION AND ENERGY EFFICIENCY WORKSHOP, BURTON MANOR, LIVONIA, MICHIGAN. For the eighth year, the Michigan Department of Environmental Quality's Environmental Assistance Division, in cooperation with nearly 30 organizations, is planning this major event to support business and community waste reduction efforts in the Great Lakes region. Russell Perry, AIA and Managing Director of William McDonough + Partners, will begin the day with a keynote presentation. The remainder of the agenda packs information into five tracks to maximize the chances of selecting sessions most critical to attendee's interests. The five tracks include automotive, manufacturing, environmental management systems, energy efficiency, and resources to assist in waste reduction efforts. An area will be available during breaks and for half an hour after lunch where trade organizations, utilities, educational institutions, government, and nonprofit organizations will have displays and be available to answer questions. DISTRIBUTION SYSTEM SHORT COURSE, BAY DE NOC COMMUNITY COLLEGE, MICHIGAN. The Michigan Department of Environmental Quality's Environmental Assistance and Drinking Water and Radiological Protection Divisions present this three-day course. The course is being offered to allow water utility personnel an opportunity to acquire basic information in subjects important to distribution systems. Course topics include water mains, bacti sampling and analysis, pipeline appurtenances, safety, distribution system rules, tapping, service lines and meters, cross connections, system operation, maintenance and special problems, pumps, motors, well houses, and chlorination. Students satisfactorily completing the course may be awarded up to 25 hours of MDEQ advisory board-approved continuing education credits. Students meeting the course attendance requirement but failing or not taking the course-ending quiz may be awarded 20 hours. Cost: $50 which includes lunch and breaks only. SARA TITLE III WORKSHOP 2001 - EMERGENCY PLANNING & COMMUNITY RIGHT-TO-KNOW ACT. The Michigan Department of Environmental Quality's (DEQ) Environmental Assistance Division, Michigan State Police, and the U.S. Environmental Protection Agency present this workshop on Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA Title III), also known as the Emergency Planning and Community Right-to-Know Act. DEQ presenters provide a detailed understanding of the Tier Two hazardous chemical inventory report and information on how to file Tier Two reports electronically. In addition, Michigan State Police and local emergency management personnel teach how to better plan for an emergency at a facility and when to notify appropriate agencies of a chemical release. Attendees will learn about the Environmental Protection Agency's compliance initiatives and enforcement activities, as well as Michigan's newly reactivated "Annual Wastewater Report" which potentially affects thousands of facilities in Michigan. The workshop is recommended for those who have substances in their facilities for which they are required to prepare Material Safety Data Sheets under the Occupational Safety and Health Act (OSHA) of 1970. BASIC CHEMISTRY - TWELVE WEEK COURSE. The Michigan Department of Environmental Quality's Environmental Assistance Division presents a Basic Chemistry course. This course is for water and wastewater personnel and others interested in refreshing their knowledge of basic chemistry as it relates to employment. The course content includes: atoms and elements, chemical bonding and compounds, solutions, acids and bases, chlorination, alkalinity, coagulation and flocculation, water softening, and more. The course of study will begin in January 2001 and run for twelve weeks, meeting once a week for 2.5 hours. Individuals in the water field may be awarded up to 3.8 CEC's (38 training hours) for successfully completing the course. Individuals in the wastewater field may be awarded 2.0 semester hour equivalents toward Class A or B certification. Upon completion, the student will receive a course certificate. NOTE: A good knowledge of basic mathematics is recommended for students desiring to take this course. The cost of the course is expected to be $135 depending on the location and number of participants. This fee includes all tuition and a course textbook. The locations for the course are listed below.
