STATE IMPLEMENTATION PLAN (SIP) FOR EMISSION TRADING PROGRAM. The Air Quality Division will conduct a public hearing on minor revisions to notice review procedures for the Emission Trading Program. These procedures were originally included in the Department's July 21, 1999, SIP submittal to the U.S. Environmental Protection Agency; and minor revisions are necessary to expedite federal approval of the Emission Trading Program. SITE ASSESSMENT FUND GRANT APPLICATION FOR THE CITY OF ROGERS CITY, PRESQUE ISLE COUNTY. Consideration of a request for a Site Assessment Fund grant for $36,000 to fund a Baseline Environmental Assessment and Due Care Plan on five parcels comprising 11.67 acres located along Lakeview and Linden Streets in Rogers City. The city's Downtown Development Authority plans an upscale residential housing project on property that was formerly used as a sawmill, bulk fuel operations, coal and transformer storage. NOTICE OF PENDING SECTION 401 CERTIFICATION. The Michigan Department of Environmental Quality is proposing to reissue a Section 401 Water Quality Certification under Section 401(a) of the federal Clean Water Act to the United States Army Corps of Engineers to dredge approximately 50,000 cubic yards of sediment in November and December 2000 from the federal navigation channel in Holland Harbor (i.e., Lake Macatawa) in Holland, Michigan, as part of a navigational maintenance project. The current Certification expires on November 1, 2000. The purpose of the proposed Certification is to assure that this project, which may include the discharge of sediment dewatering effluent to the Macatawa River from a sediment dewatering/disposal basin located in Section 22, Holland Township, Ottawa County, will comply with Michigan Water Quality Standards. DEADLINE FOR PUBLIC COMMENT ON THE DELISTING OF THE CLIFFS/DOW DUMP SUPERFUND SITE, MARQUETTE, MARQUETTE COUNTY. The U.S. Environmental Protection Agency (EPA), Region 5 announces the deletion of the Cliffs/Dow Dump Superfund Site from the federal (Superfund) National Priorities List (NPL) and requests public comment on this action. The Cliffs/Dow Disposal Site is located in a wooded area off County Road 550, about one-half mile west of the Dead River in Marquette. Byproducts of charcoal production, including primarily tar and tar contaminated charcoal wastes, were deposited in this area in the 1950s and 1960s. Leachate from the wastes contaminated groundwater beneath the site. Beginning in 1983, Superfund remedial program representatives worked with the corporations responsible for the site to have the wastes excavated, treated, and properly disposed of off site. This action was completed in 1995. More than 28,000 tons of wastes were removed from the site. Post-removal monitoring showed that the groundwater contamination cleared up soon after the waste was removed. By 1997, site contaminants were no longer present in the groundwater. This was very likely due to bioactivity in the upper aquifer. EPA and the Michigan Department of Environmental Quality (MDEQ) have determined that the site poses no significant threat to public health or the environment. An agenda is offered with technical presentations of interest to both the experienced or novice sanitarian, environmental quality analyst, geologist, or anyone interested in Michigan's ground water. LIMITED TREATMENT SHORT COURSE, GULL LAKE, MICHIGAN. The Michigan Department of Environmental Quality's Environmental Assistance and Drinking Water and Radiological Protection Divisions and the Michigan Section of the American Water Works Association present this course. The course is designed to allow water utility personnel an opportunity to acquire basic information in the subjects important to limited treatment systems. Course topics will include basic math review, rules, safety, phosphate and corrosion control, iron removal, ion exchange softening, operation, miscellaneous treatment, wells, hydraulics, and pumps. Students satisfactorily completing the course may be awarded up to 25 hours of MDEQ advisory board-approved continuing education credits. Students meeting the course attendance requirement but failing or not taking the course-ending quiz may be awarded 20 hours. Cost: $175 which includes all meals from lunch on the day of arrival through lunch on the day of departure, mid-morning and afternoon coffee service, two nights lodging in a double room, reference materials, and workbooks. One and one-half hour evening sessions for catch-up, discussion, and a question/answer period are planned. Evening sessions are optional. METAL FINISHING TRAINING: PRACTICAL IDEAS TO IMPROVE PROCESS EFFICIENCY AND REDUCE WASTE, HAVILAND PRODUCTS COMPANY, GRAND RAPIDS, MICHIGAN. The Michigan Metal Finishing Initiative (MFP2I), in cooperation with the Strategic Goals Program (SGP), is offering a free training opportunity for the metal finishing industry. Michael Keefe from Tetra Tech in Colorado will teach the training, "Practical Ideas to Improve Process Efficiency and Reduce Waste." He has had several years of working and training in the industry. 8TH ANNUAL GREAT LAKES REGION WASTE REDUCTION AND ENERGY EFFICIENCY WORKSHOP, BURTON MANOR, LIVONIA, MICHIGAN. For the eighth year, the Michigan Department of Environmental Quality's Environmental Assistance Division, in cooperation with nearly 30 organizations, is planning this major event to support business and community waste reduction efforts in the Great Lakes region. Russell Perry, AIA and Managing Director of William McDonough + Partners, will begin the day with a keynote presentation. The remainder of the agenda packs information into five tracks to maximize the chances of selecting sessions most critical to attendee's interests. The five tracks include automotive, manufacturing, environmental management systems, energy efficiency, and resources to assist in waste reduction efforts. An area will be available during breaks and for half an hour after lunch where trade organizations, utilities, educational institutions, government, and nonprofit organizations will have displays and be available to answer questions.
