HILLMAN POWER COMPANY, VILLAGE OF HILLMAN, MONTMORENCY COUNTY, proposed conditional approval of a Permit to Install application for an increase in the allowed rate of firing of tire-derived fuel in their boiler from 3,149 pounds per hour to 6,250 pounds per hour, based on a daily average. STATE IMPLEMENTATION PLAN (SIP) FOR EMISSION TRADING PROGRAM. The Air Quality Division will conduct a public hearing on minor revisions to notice review procedures for the Emission Trading Program. These procedures were originally included in the Department's July 21, 1999, SIP submittal to the U.S. Environmental Protection Agency; and minor revisions are necessary to expedite federal approval of the Emission Trading Program. The Department intends to request that the U.S. Environmental Protection Agency redesignate Allegan County to attainment for the 1-hour ozone standard. ENVIRONMENTAL RESPONSE DIVISION

BROWNFIELD REDEVELOPMENT PROJECT APPLICATION FOR THE COUNTY OF SAGINAW, SAGINAW COUNTY. Consideration of a proposal to fund an investigation and due care activities at the property known as the former SBS Products, Saginaw, to encourage redevelopment of the site as light industrial, commercial, and/or office space. OFFICE OF THE GREAT LAKES

MICHIGAN GREAT LAKES PROTECTION FUND FY 2000 is requesting approval to fund projects totaling up to $2 million. The projects seek to improve and protect environmental quality in the Great Lakes Region, furthering the objectives of the United States/Canada Great Lakes Water Quality Agreement. The Request for Proposal document was distributed in December 2000. The Office of the Great Lakes received 100 preliminary proposals totaling $10 million. The Technical Advisory Board evaluated all preliminary proposals and requested 40 final proposals, totaling $3.8 million. To assist the Board in its review, three peer reviewers were solicited for each final proposal. Peer reviewers were asked to rate the specific aspects of each proposal including relevance to Great Lakes environmental problems, scientific merit, duplication of efforts, likelihood of success, and applicant qualifications. The Board, giving consideration to the information provided by the peer reviews, evaluated and ranked each proposal and submitted the funding recommendations to the DEQ Director. WASTE MANAGEMENT DIVISION

MARQUETTE COUNTY SOLID WASTE MANAGEMENT PLAN. Consideration of the Michigan Department of Environmental Quality (DEQ) approval with modifications of the locally approved update to the Marquette County Solid Waste Management Plan (Plan). The DEQ initiated this round of updates on June 13, 1997, and Marquette County submitted this locally approved Plan on July 19, 1999. LAKE COUNTY SOLID WASTE MANAGEMENT PLAN. Consideration of the Michigan Department of Environmental Quality (DEQ) approval with modifications of the locally approved five-year update to the Lake County Solid Waste Management Plan (Plan). Administrative Rules Promulgation

AIR QUALITY DIVISION

PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED (ACT 451). The Department intends to develop a proposed revision to an Air Pollution Control Rule. The proposed revision to R 336.1801 for the control of oxides of nitrogen (NOx) emissions is being made to satisfy requirements of the U.S. Environmental Protection Agency NOx State Implementation Plan call. A work group is being formed to participate in the rule development process. The first meeting of the work group will take place on September 8, 2000 (see September 8 listing in this calendar). DRINKING WATER AND RADIOLOGICAL PROTECTION DIVISION

PART 138, MEDICAL WASTE RULES, PUBLIC HEALTH CODE, 1978 PA 368, AS AMENDED. The Michigan Department of Environmental Quality intends to publish rules to regulate the Medical Waste Regulatory Program (MWRP) (ORR-98-037EQ). The proposed new rules can be downloaded from the Internet at www.deq.state.mi.us/dwr/EH. Copies of the proposed rules may also be obtained by contacting the MWRP, Environmental Health Section (EHS), Drinking Water and Radiological Protection Division (DWRPD), Michigan Department of Environmental Quality, P.O. The Michigan Department of Environmental Quality intends to formally adopt revisions to the Public Health Code administrative rules (R 325.1551 to R 325.1599) for campgrounds (ORR-95-093EQ) to reflect a changing industry with new technologies and increased usage by the general public. FORMULAS FOR SUCCESS IN MERCURY POLLUTION PREVENTION (P2), EAST LANSING MARRIOTT AT UNIVERSITY PLACE, EAST LANSING, MICHIGAN. Focusing on "Formulas for Success," this workshop will feature the latest pollution prevention (P2) techniques on mercury devices and alternatives, voluntary P2 partnerships, policy, and steps for constructing a mercury elimination program. Individuals working in any aspect of Michigan's groundwater programs will want to attend the 7th Annual Groundwater Conference sponsored by the Michigan Environmental Health Association, in cooperation with the Drinking Water and Radiological Protection Division of the Michigan Department of Environmental Quality. An agenda is offered with technical presentations of interest to both the experienced or novice sanitarian, environmental quality analyst, geologist, or anyone interested in Michigan's groundwater. MICHIGAN ENVIRONMENTAL HEALTH ASSOCIATION'S FOOD PROTECTION CONFERENCE, AMWAY GRAND PLAZA HOTEL, GRAND RAPIDS, MICHIGAN. The North Central Association of Food and Drug Officials (NCAFDO) selected Michigan as their host state for its annual association conference. NCAFDO and the Michigan Environmental Health Association (MEHA) then entered into a partnership to run the MEHA Food Protection Conference concurrently with NCAFDO's annual association conference. Agendas for the conferences are currently being developed. The MEHA Food Protection Conference will include an exhibit area. DEQ's Environmental Assistance Division will have a display in the exhibit area, and staff will be available to answer questions. The Michigan Department of Environmental Quality's Environmental Assistance Division is presenting this three-day course on process principles and operational procedures for clarification, chemical clarification, oil separation, and neutralization of industrial wastewater. Training will also be offered on related topics such as chemical feed equipment, pumps, and math fundamentals as they relate to process calculations. DISTRIBUTION SYSTEM SHORT COURSE, GULL LAKE, MICHIGAN. The Michigan Department of Environmental Quality's Environmental Assistance and Drinking Water and Radiological Protection Divisions and the Michigan Section of the American Water Works Association present this three-day course. The course is being offered to allow water utility personnel an opportunity to acquire basic information in subjects important to distribution systems. Course topics include water mains, bacti sampling and analysis, pipeline appurtenances, safety, distribution system rules, tapping, service lines and meters, cross connections, system operation, maintenance and special problems, pumps, motors, well houses, and chlorination. Students satisfactorily completing the course may be awarded up to 25 hours of MDEQ advisory board-approved continuing education credits. Students meeting the course attendance requirement but failing or not taking the course-ending quiz may be awarded 20 hours. Cost: $175 which includes all meals from lunch on the day of arrival through lunch on the day of departure, mid-morning and afternoon coffee service, two nights lodging in a double room, reference materials, and workbooks. One and one-half hour evening sessions for catch-up, discussion, and a question/answer period are planned. Evening sessions are optional. METAL FINISHING TRAINING: PRACTICAL IDEAS TO IMPROVE PROCESS EFFICIENCY AND REDUCE WASTE, HAVILAND PRODUCTS COMPANY, GRAND RAPIDS, MICHIGAN. The Michigan Metal Finishing Initiative (MFP2I), in cooperation with the Strategic Goals Program (SGP), is offering a free training opportunity for the metal finishing industry. The training, "Practical ideas to Improve Process Efficiency and Reduce Waste," will be taught by Michael Keefe from Tetra Tech in Colorado. He has had several years of working and training in the industry. The course will be held at Haviland Products Company located at 421 Ann Street NW, Grand Rapids. This training is being offered at no cost, but attendance is limited to 30 people and registration will be on a first come, first served basis. Priority will be given to members of MFP2I and SGP.
