On
January 31,
2007, the State Office of Administrative Hearings and Rules (SOAHR) approved a Request for Rulemaking
for the rescission of Part 12, Emission Averaging and Emission Reduction
Credit Trading, R 336.2201 to R 336.2218
(Rules 1201 to 1218).
The DEQ proposed to
rescind the rules due to the lack of participation by the regulated
community and lack of sufficient resources to maintain the voluntary trading
