The Department of Environmental Quality’s
(DEQ's) Dry Cleaning Program was transferred to the Air Quality Division
from the Drinking Water and Radiological Protection Division as a result
of the September 2002 DEQ reorganization. The Office of Regulatory Reform (ORR) approved a Request for Rulemaking on
June 5, 2001, for proposed revisions to the regulations for
Class I, II, III, and IV dry cleaning
establishments: R 325.17101 to R 325.17109, R 325.17201 to
R 325.17211, R 325.17301 to R 325.17309, R 325.17401 to R 325.17409,
R 325.17501 to R 325.17510, R 325.17701 to R 325.17714, R 325.17901 to
R 325.17906, R 325.18001 to R 325.18006, and R 325.18101 through
R 325.18104. These amendments were promulgated by
authority conferred on the DEQ by Sections 2233 and 13322 of the Public
Health Code, 1978 PA 368, MCL 333.2233 and 333.13322; Section 3c of the
Fire Prevention Code, 1941 PA 207, MCL 29.3c; and Executive Reorganization
Order Nos. 1997-2 and 1998-2.
A public hearing on the
proposed Dry Cleaning Establishment Rules was held on
Wednesday, August 6, 2003. The rules were filed with the Secretary
of State on March 16, 2004, and went into effect on March 24, 2004. Copies of the
